The Portfolio Test Manager is accountable for assuring the successful delivery of all new National CTP IT projects and programmes, CTP Transformational Change programmes (e.g., the Counter Terrorism Operations Centre – CTOC); and all business-as-usual (BAU) services under support by the CTP Customer Service Centre (CSC); and for determining what is fit-for-purpose and ready for live operational service 

Key responsibilities: 

 

  • The Portfolio Test Manager owns the organisation’s Test Policy and sets the testing principles and strategy for all IT projects and programmes; the role is essential for ensuring high-quality IT capabilities (i.e., devices, applications, systems, and supporting infrastructure) are consistently delivered, and that the stated functional and non-functional (e.g., security, performance and resilience) quality requirements are always rigorously tested, and validated by the business. 
  • Ultimately, the Portfolio Test Manager has responsibility for ensuring all IT capabilities delivered to CTP meet the quality expectations of the end-users; in terms of their function, appearance, usability, and performance, whilst also ensuring they are secure, accessible, reliable and resilient

Uniquely the police service, and specifically the Counter Terrorism network contributes to all four Pillars of the governments National Counter Terrorism (CONTEST) strategy. The Counter Terrorism Policing headquarters, on behalf of government and the National Police Chiefs’ Council (NPCC), ensures that the CT network has the funding, capabilities and resources it needs to deliver CONTEST effectively and to keep people safe from terrorism. It does this through the provision of corporate services, as well as national operational tasking and coordination. It houses a number of unique national CT capabilities that support the entire network, as well as overseeing delivery of CT policing across the regions to ensure that it operates in a way that is both effective and efficient. Crucially CTPHQ represents CT policing’s interest within government and with wider stakeholders, ensuring that the policing contribution to CONTEST is both understood and appreciated. Hosted by the Metropolitan Police, Counter Terrorism Policing oversees the UK’s National Counter Terrorism Policing Network. 

“Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria: 

  • Educated to Bachelor’s degree level, preferably in Computing Science or Information Technology (or an equivalent subject of study) 
  • Expert or Advanced Level Certification in Test Management awarded by a recognised exam board (e.g., ISTQB or BCS) 
  • Practitioner Level Certification in Project or Programme Management awarded by a recognised exam board (e.g., AMPG or PMI) 
  • Practitioner Level Certification in Agile Project Management (e.g., DSDM Agile or similar) awarded by a recognised exam board (e.g., APMG) 
  • ITIL v4 Foundation Level Certification in IT Service Management 
  • Must have knowledge and experience, both technical and business-oriented, of existing MPS SO, CTP, UKIC, and wider HMG systems 
  • An awareness of the unique demands and specific challenges of working within the counter-terrorism (CT) or policing domain 
  • 10+ Years’ experience of managing the testing across large, complex, multi-million pound National IT delivery projects and programmes 
  • Demonstrable expertise in test management, this role also demands a breadth of knowledge in allied disciplines e.g., project management, release management, performance testing, test automation, computer networking, security testing, and solution architecture 
  • Proven track record of successfully delivering the end-to-end testing lifecycle across both traditional delivery (e.g., Waterfall or V-Model) and Agile-based projects 
  • Skills and capabilities needed to support delivery; experience of line management, recruitment, selection, and the professional development of staff 
  • Skilled and prepared, when required, to play an active, hands-on role with a good working knowledge of modern defect management (e.g., Jira, TestRail) and collaboration (e.g., SharePoint, Confluence) tools
