A Transport Operations Officer is needed to provide office support to Transport Operations Officers who deliver Home to School Transport provision in the organisation. 

Duties include answering telephones/taking messages and contacting various parties/partner organizations, ad-hoc work tasks updating and maintaining records including excel/word/specialist software systems.

Key responsibilities:

  • Manage the transport commissioning process for the Integrated Transport Unit by reviewing and actioning transport requests from authorised staff in Lifelong Learning and Adult Social care.
  • Regular review of the commissioning process to ensure it is robust and well understood, and preparation of reports for Service Level Agreement meetings on trends in transport commissioning.
  • Supervise 130 transport escorts, ensuring an accurate database is maintained, and leading on attendance issues, both on a reactive basis to ensure service continuity, and a proactive basis to manage overall attendance.
  • Attend regular meetings with escorts as individuals and in groups to discuss operational issues, particularly relating to health and safety of passengers.
  • Lead on the process for ensuring all employed escorts and contracted drivers and escorts possess up to date enhanced CRB clearance.
  • Manage the Risk Assessment process for transport contracts through liaison with private transport companies on requirements, review of submitted risk assessment forms and management of a database for Risk Assessments.
  • Lead on processing of general public enquiries relating to passenger and public transport, through direct responses to the public and regular liaison with Traveline Cymru.
  • Identify the need for, procure, distribute, and keep a record of any specialised transport equipment for passengers with special needs, such as booster seats and wheelchair equipment.
  • Design and specify safe and efficient transport contract specifications as part of the overall tender programme.
  • Respond to general queries relating to transport policy entitlement and determine eligibility for free Home to School and College Transport.
  • Communicate with parents and carers decisions relating to transport entitlement and details of any transport arrangements made.
  • Reconcile transport invoices with contract documentation to ensure payments are correct.
  • Attend onsite inspections of transport contracts, monitoring performance and standards to ensure contract compliance, and ensuring contract irregularities are managed in line with agreed process.
  • Attend national and regional ATCO (Association of Transport Co-ordinating Officers) meetings to share best practice with colleagues from other authorities on all aspects of transport operations.

Experience/ Knowledge:

  • Experience in transport operations.
  • Experience in supervising staff.
  • Knowledge of passenger transport legislation and national guidelines
  • Understanding of Local Authority financial regulations and conditions of contract for passenger transport.

Skills/Technical skills:

  • Confident communicator, ability to produce and present reports to a wide range of audiences.
  • Strong analytical abilities and work accurately with management information systems.
  • Computer literate.
  • Ability to work on own initiative.
  • Good organisational skills.
  • Self-motivation.
  • Excellent customer care skills, dealing with public service users and operators.
  • Proven ability to meet deadlines and targets.
