Temporary Tenant Management Organisation Officer (PT)

A Tenant Management Organisation Officer is needed to co-ordinate, support and monitor the services provided to residents by the Tenant Management Organisations (TMOs) in the area.
Ensure that residents in the TMO areas receive excellent housing management services, and have good and effective access to information, processes and reporting facilities to resolve to any enquiries that may arise.
Key responsibilities:
- Ensure housing colleagues have accurate information regarding the functions and responsibilities of each TMO.
- Co-ordinate, support and monitor the services provided to residents by the Tenant Management Organisations (TMOs) in Havering, acting as the main point of contact in Housing.
- Co-ordinate the work of the TMOs with other services, to provide seamless services for residents.
- Act as the link between the TMOs and the teams working in housing so that the TMOs can participate in the overall management of the service as partners with internal colleagues.
- Ensure that the client liaises, where necessary, with the TMOs on the organisation’s retained functions.
- Update and maintain the Modular Management Agreement and provide definitive guidance to the TMOs on what is required of them.
- Using the management agreements, advise them on the required key performance indicators and governance arrangements and support them in delivering and achieving the standards.
- Complete an annual audit with each TMO. Consider the strengths and weaknesses which exist on each TMO and analyse the opportunities and threats presented.
- Ensure the organisation effectively represents the interests of local residents by becoming familiar with local issues and taking these up, if necessary, with the TMOs and/or colleagues.
- In consultation with colleagues, support TMO to resolve any issues and complaints raised by residents, staff or the TMOs themselves.
- Ensure that each TMO adopts good governance behaviour and that formal meetings are attended.
- When required, organise, and manage the resident ballots on the future of the TMOs.
- Ensure a comprehensive training programme is devised on relevant legislation, housing systems and policies and procedures.
- Also ensure that the TMOs attend all mandatory training and have access to training generally to deliver the highest service standards.
- Support the TMOs in communicating effectively with their residents, including the timely production of annual reports, performance information, newsletters, and accounts.

Experience, Knowledge, Skills/Technical skills:
- Experience of working in Social Housing is required.
- A good knowledge of the legal and regulatory requirements for social landlords.
- A good knowledge of clienting / monitoring and governance of contracts within a social housing context.
- Understanding of the legislation and guidance relating to the Right to Manage would be an advantage.
- The post holder must also have good IT skills and be competent with MS Office applications.
