Full Job Title: Temporary Street Environment Officer x4 – Public Space

To work in a designated operational area, supported by established performance management frameworks and monitoring systems, to ensure the reliable delivery of performance outcomes of operational services and service objectives to secure a high standard of service delivery for service users and stakeholders.
To carry out and maintain service inspections and monitoring activities as determined by the target operating model relating to a suite of contracts (including Parks, Waste and Street Environment), exercising applicable financial control and ensuring compliance to contract specifications.
To provide initial outcome based environmental enforcement to prevent or stop environmental harm occurring as defined by the Enforcement Concordat with enforcement action limited to verbal or written warning. Further support shall be provided to the Enforcement Team to enable further enforcement action if required.
Work collaboratively with colleagues, local community groups, ward Councillors, service providers (contractors), local businesses, other public agencies and local stakeholders to resolve any issues and to assist in the development of frontline services.
To assist in the delivery of environmental campaigns through volunteer groups and other organisations working closely with the Senior Street Environment and Enforcement Manager and other colleagues, undertaking multi-disciplinary work across the Division where required.

- Knowledge:
- Knowledge of the current issues in Public Space, including current procedures, legislative drivers and best practice principles.
- Understanding of the Council’s overall services, its customer service aims and an appreciation of the current issues within the Council.
- Appreciation of quality management techniques and has the ability to work within defined quality systems.
- Appreciation of management issues, legislation and delivery options and the ability to apply that knowledge to the Neighbourhood Management contract areas including Parks, Street Environment and Waste.
- Appreciation of financial control and of local authority financial regulations and how they should be applied in the various circumstances encountered.
- Appreciation of performance indicators, service standards and specifications of contracted services and has the ability to apply this information to ensure the delivery and continuous improvement of these contract areas
- Experience within the suite of contract services delivered in Public Space, involving the management of customer enquiries, monitoring and reporting of these services.
- Experience of monitoring contracts, including substantive interaction with customers, stakeholders and contractors.
- Skills & Abilities:
- Able to resolve disputes and challenging situations showing empathy and active listening techniques to de-escalate potentially challenging situations.
- Ability to follow processes and contribute to the continual improvement of the service.
- Confident and enjoys meeting and dealing with a wide variety of people.
- Flexible with the ability to be self-motivated, working for periods across the borough, and being able to work under pressure.
- ICT Skills: Ability to use Microsoft Outlook and to use mobile devices and web browser to access information, while being competent with Microsoft Office applications such as Word & Excel.
