The purpose of this post is to provide operational support to the Projects and Change team, which is a team of staff dedicated to the successful delivery of major change and business improvement activity that will improve services, reduce spending, produce first class performance and help secure the economic future of the Council.

Key responsibilities:

  • Lead, co-ordinate and successfully deliver small projects, or work packages within larger projects, under the guidance and direction of Project Managers or Business Analysts.
  • Ensure the compliance of individual projects with corporate project systems, procedures and timescales to support an integrated approach to project management (including the production of project plans, risk and issues logs, highlight reports, etc.).
  • Advise project teams on the use of the project tools and systems, and provide project assurance as required.
  • Support and advise service transformation staff working closely with Business Managers to ensure that they understand and are following the corporate project management framework.
  • Contribute to the implementation and ongoing review of a holistic training and workshop programme for change agents and managers within the Council to ensure that all those leading change have the necessary skills and competencies.
  • Assist with project communication activities (internal and external) to promote and improve performance and project management practices throughout the Council.
  • Support the establishment, maintenance and promotion of a credible and effective Projects & Change team that supports and enables project management and business improvement across the Council.
  • Support the development of the Council’s project management framework and associated standards, methodologies, systems and tools.

Experience & Knowledge / Technical skills

  • GCSE, or equivalent, level qualifications, including English and Maths
  • Commitment to continued professional development
  • Extended relevant work experience, e.g. Project Support, ICT, Business Support, etc.
  • Good understanding of business improvement methodologies
  • Principles of project management and administration
  • Understanding of data protection, freedom of information and
  • confidentiality requirements
  • High level knowledge of Microsoft Office systems and applications, including Excel, Outlook and Word

Desirable requirements

  • PRINCE2 Foundation
  • Experience working in a Project Management Office (PMO) in a Local Government setting Experience using Business World system
  • Understanding of the Council’s structure, services, policies, processes and procedures

  • Good verbal and written communication skills – able to convey complex information to a range of individuals in a clear and concise manner
  • Literacy skills – able to produce accurate reports, documents and written communication
  • Numeracy skills – able to accurately reconcile expenditure against budgets
