Temporary Project Manager - Leisure and Wellbeing

Role Length: This opening assignment is for 13 months
A Project Manager is required to provide clear direction to the Project Team on key aspects of implementation including Financial, Legal, Planning, timescales, and contract management and recommend effective proposals.
Key responsibilities:
- Successfully develop and manage the Leisure and Wellbeing Hub Project as Project Manager in accordance with the Levelling Up Fund submission.
- Ensure the Leisure and Wellbeing Hub Project is delivered to the necessary standard of quality and within the specified constraints of time and cost via recognised project management principles. In doing so set, monitor, and measure performance against targets and standards.
- Coordinate and report to the Leisure and Wellbeing Hub Project Team.
- Liaise with project leads (including Land and Property, Finance, and Procurement) and provide direction and support for officers contributing to the Project.
- Prepare and present regular reports through agreed reporting lines on project progress and ensure update reports and information are provided to relevant parties including project partners, funding bodies, Corporate Management Team, Cabinet Member, and local Elected Members.
- Monitor project expenditure and provide updates to the Project Team and to the UK Government’s Levelling Up Fund Delivery Team in compliance with the funding requirements.
- Manage the contract with the lead design and build partner and any other suppliers and contractors engaged by the organisation to deliver the Project.
- Continually review, evaluate, and interrogate output of consultants and contractors to ensure best practice methodology is applied to all processes of project delivery.
- Work closely with the Sport and Leisure Service to ensure the delivery and design of the Leisure and Wellbeing Hub is consistent with the aims and objectives of the Sport and Active Recreation Strategy.
- Engage with the community, partners, Service Managers across the organisation and other stakeholders to develop the Hub’s wellbeing offer.
- Establish and maintain constructive relationships with external organisations, e.g., UK Government’s Levelling Up Fund Delivery Team.
- Foster and develop links with all stakeholders and act as the primary point of contact for the Leisure and Wellbeing Hub.
- Initiate and arrange for a communications and community engagement plan to run throughout the Project to ensure all stakeholders are fully informed of, and can be involved in, the development of the Leisure and Wellbeing Hub.

Qualifications:
- Relevant Level 4, 5 or 6 qualifications on the Credit and Qualifications Framework for Wales for example Regeneration, Project Management or Engineering.
- PRINCE2 or equivalent Project Management Practitioner.
Experience:
- Extensive demonstrable practical experience of PRINCE2 principles in a project environment.
- Experience as a project manager.
- Experience of using Prince 2 or equivalent to project manage.
- Experience of implementing and managing change.
- Experience of contract management.
- Experience of implementing financial controls and management of core budgets.
Knowledge:
- Demonstrable practical knowledge of project planning and implementation.
- Technical knowledge of budget monitoring and contract procedures.
- Knowledge of current health and safety and welfare codes and legislation.
- Knowledge of managing successful teams.
- Understanding of and commitment to democratic processes, governance, and accountability.
Skills/Technical skills:
