Temporary Planning Obligation Officer

Role Length: This opening assignment is for 3 months
A Planning Obligation Officer is needed to be responsible for the administration of the Community Infrastructure Levy (CIL) and Section 106 agreements, ensuring compliance with the regulations.
This will include assessing planning applications, calculating liabilities, and issuing notices to collect income.
Key responsibilities:
- Develop and monitor all financial information (including grant funding, Community Infrastructure Levy (CIL) and S106 contributions) using manual and computerised recording systems, for all aspects of income and expenditure, to assist in ensuring that projects are delivered in a timely manner and that the organisation meets its internal external and statutory obligations.
- Manage and update a monitoring system for all external funding including CIL and S106 financial and in-kind contributions.
- Ensure compliance with the Community Infrastructure Levy scheme including the assessment of the application of CIL, issuing of notices, and raising of invoices. Monitor the process and prepare monthly performance management reports using a set template.
- Maintain clear budgets, monitoring, profiling, and forecasting for external funding streams.
- Maintain, collate information, and update funding databases by source and prepare monitoring information, including income, expenditure, balance sheets and ensure compliance with financial systems and processes.
- Prepare monthly management reports for senior management on all aspects of expenditure and projected income and ensure compliance with internal and external approval processes.
- Work collaboratively with colleagues across the service including Corporate Finance regarding payments, historical balances and projected spend / income as well as maintaining reserve accounts.
- Maintain a detailed and clear audit trail for all budgets and financial monitoring and undertake regular financial and audit checks on projects and systems.
- Complete grant claims for all funding bodies and respond to financial information requests as required.
- Collate all financial information, calculate appropriate recharges, and maintain project cost centres, reserve accounts and journal entries providing detailed information in a timely manner.
- Liaise with landowners, developers, housing associations and funding bodies to obtain relevant information and ensure compliance with internal and external requirements.
- Prepare responses to enquiries and relevant planning matters, responding to requests for advice from developers, government agencies and departments, Officers, Councillors and the general public.
- Develop and / or improve existing systems used to monitor external funding including taking account of statutory and audit requirements.

Experience:
- Experience of working in Town Planning or related area of work relevant to the Community Infrastructure Levy and Section 106s.
- Experience of preparing briefings and financial monitoring information, in particular the ability to present complex financial data.
- Demonstrable track record of financial and non-financial monitoring, profiling, forecasting and data analysis and which includes undertaking audits of projects and systems.
- Proven experience of using Information Technology to a high level of proficiency in particular Excel to interrogate and present data.
Knowledge:
- A demonstrable knowledge and understanding of CIL Regulations, statutory guidance, and Section 106 Agreements.
- A sound knowledge of policy, regulations, central Government and regional agency requirements for performance, data, and external funding opportunities.
Skills/Technical skills:
- High level of computer literacy, e.g., manipulating and interpreting financial information; and a great understanding of financial systems, policies, and procedures
- Excellent written and oral communication skills and the ability to communicate with a range of organisations.
- Excellent numeracy and literacy and good attention to detail.
- Strong organisational skills, ability to work on a varied workload, to work to strict deadlines and under pressure and to contribute to successful team work.
