The key purpose of the role is to deliver efficient and effective payroll services across Ealing Council and Third-Party payrolls including providing advice and coaching to all Ealing employees, Managers and Schools staff on Payroll and Pensions processes whilst applying excellent customer service. Ensuring that all Payroll tasks are completed to the required standard and on time for all staff across the Council enabling the Council’s directorates to deliver their business objectives.

Key responsibilities:

  • Responsible to the Payroll Team Leader for undertaking the duties required of the post.
  • The post holder will normally prioritise his or her own work and require minimal supervision.
  • Maintains a current and thorough knowledge of all aspects of the payroll module within iTrent System including reporting functions.
  • Deals with all issues relating to the payroll administration affecting own area of work and only refer exceptional or ambiguous issues to the Payroll Team Leader.
  • Provides training for managers and school’s staff on area of own responsibility dealing with Statutory Payments and the interpretation of tax and other payroll operational regulations.
  • Promotes effective customer liaison with Schools and those in receipt of HRSSC Payroll Services.
  • Undertakes training of new team members of staff.
  • Deputises for the Payroll Team Leader on service issues, covering a range of functions and payroll activities as required.
  • As first line payroll support, responsible for dealing with the payroll inbox and Netcall. Ensure emails are correctly assigned and escalate complex queries to the Payroll Team Leader.
  • Ensure automated Business Objects reports are sent to schools and internal recipients. These include Temporary input, Pre and Post Payday reports, etc.
  • Set up and process salary deductions and liaising with third parties e.g., Childcare Vouchers, Ealing Credit Union, Season Ticket Loans, etc.
  • Running correspondence letters to staff including Pension enrolment letters, Sick Pay entitlements letters, Overpayment letters, etc.

  1. Minimum of 5 GCSE’s grade A-C (including English and Mathematics) or equivalent qualifications and experience in payroll finance administration/ a payroll environment.
  2. CIPP – desirable but not essential.



  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Experience of dealing with enquiries and providing timely solutions from internal and external customers.
  3. Experience or substantial experience of working within a payroll finance administration or a payroll environment.
  4. Experience of dealing with enquiries and providing timely solutions from internal and external customers.


Skills & Abilities:

  1. The ability to work to a high degree of accuracy and confidentiality within tight deadlines.
  2. Ability to deliver excellent customer focussed advice and service in an operationally demanding environment.
  3. Ability to take ownership for queries received and see through to resolution regularly feeding back to the customer.
  4. Ability to provide guidance and advice to managers on varying payroll and pensions issues.
  5. Ability to make a valid contribution in review of processes.
  6. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
