Hybrid - Mix of office presence for meetings and presentations as well as working from home., probably 4 days in the office needed.

An IAG/Procurement Officer is required to liaise with West and North Northants colleagues in providing information, advice, and guidance to managers of staff regarding planning for Apprenticeships with workforce needs.

The post also involves supporting provider research into required apprenticeship, provider engagement to encourage providers to follow public sector procurement routes.

Key responsibilities:

  • Liaising with Employer IAG Advisors to determine the council Apprenticeship product and service needs.
  • Performing all procurement activities including pre-qualification, negotiating supplier agreements, preparation of contracts and tender management.
  • Identifying areas for improvement to continually drive performance and business results.
  • Developing strong relationships with department colleagues and business stakeholders to ensure timelines are met with agreed targets, standards and procedures being adhered to.
  • Adhere to policies, processes, and procedures for compliance to minimise risk.
  • Responsible for finding and evaluating suppliers, products and services against identified needs as presented by Information, advice, and guidance colleagues.
  • Develop and agree specifications in readiness for competitive tendering processes.
  • Participating in evaluation of tenders to define outcomes of PQQ’s and tender processes.
  • Negotiating contracts and acquiring the most cost-efficient deals without compromising on quality to upskill council staff via Apprenticeship standards.
  • Support managers in recruitment of Apprentice staff as and when required.

  • Experience of working within Learning and Development and specifically Apprenticeships for minimum of 2 years.
  • Demonstratable experience of ESFA funding regulations and Ofsted Best Practice.
  • Quality management background or business development background within Apprenticeships will be advantageous to understand the sector and methods by which training providers operate.



  • CIPS qualification.
  • Understanding of Crown Commercial Systems, Intend and DPS a distinct advantage, or willingness to learn.
  • Knowledge of the procurement processes, or willing to learn.
  • Apprenticeships knowledge – programmes available, matching programmes to job roles, requirements of apprenticeship components.


Skills, Knowledge / Technical skills:

  • Good strategic vision to support implementation of Apprenticeship strategy via actions and advice provided.
  • Computer skills using Microsoft Office including PowerPoint and Teams.
  • Organised and flexible in approach to meeting with customers.
  • Articulate and professional in approach.
  • Willing to learn and be adaptable in approaches to promotion of apprenticeships to meet strategy needs.
