Temporary HR Generalist

Provide general HR support to a Leisure Insourcing programme involving the TUPE transfer-in of potentially 250 staff on 1 June 2023. The role involves supporting the preparation, including reviewing TUPE information and recruiting to key positions   

Key Responsibilities: 


  • Provide, as part of the HR Service for the Leisure Insourcing project, appropriate management of all matters/queries/questions raised by managers and staff as first point of contact. Queries would include conditions of service, Council HR policies and employment matters that require some interpretation of policy/regulations, taking account of individual circumstances. Resolution of all matters/queries/questions may be undertaken directly or assigned within agreed protocols to other HR team members. 
  • Under the direction of the Strategic HR Business Partner, provide high quality, professional human resources advice, guidance and support to management on arising human resources issues to meet current and future business objectives and improve upon service delivery, including: organisational change, redundancy, redeployment, disciplinary, grievance, performance, absence management, recruitment, pay and terms and conditions of employment. 
  • Support the Strategic HR Business Partner to deliver HR change management of the Leisure Insourcing project: collating contractual information, undertaking terms and conditions comparison and analysis (contractual and non-contractual), drafting and disseminating documents, collating and reviewing information required for TUPE transfers. 
  • Provide managers with advice and support to ensure recruitment and selection procedures are carried out in accordance with Council policies and procedures.  
  • Complete mapping of qualifications, knowledge, skill and behaviour requirements for each role prior to TUPE transfer. Undertake skills and qualification audit for transferring employees and identify knowledge and skill gaps.  Prepare information pack for transferring employees on training and development opportunities. 
  • Undertake research of uniform provision requirements for each role and prepare specification for procurement. 
  • Undertake the collation of information/data for use in delivery of any HR service. Undertake analysis of this information/data as directed producing statistics or other outputs as requested. 
  • Undertake the on-going maintenance of HR data records (on all HR systems) for the business area supported (and other areas of the Council as directed) ensuring all HR records held are accurate, up to date and meet organisational objectives for workforce and HR record keeping. 
  • Support establishment of positive working relationships with managers, other internal colleagues and external contacts to assist in the provision of a high quality HR service. 
  • Develop constructive working relationships with Trade Unions representative to ensure employee relations matters and collective discussions are undertaken in an efficient manner

  • Thorough knowledge of employment-related laws and regulations 
  • Extensive generalist HR experience to include administration of all aspects of recruitment and selection processes, change management, performance management and other HR related matters 
  • Experience of advising and coaching managers in employee relations to a complex level 
  • Excellent verbal and written communication skills to communicate with a diverse client group 
  • Ability to quickly and proactively establish credibility, trust and influence with key stakeholders and decision makers; influence and negotiate 
  • Ability to research, analyse and reason logically within tight and conflicting timeframes 
  • Confidence in own ability to make improvements, willingness and drive to make positive change 
  • Customer focused and driven by the achievement of high standards and achievements through service/business delivery
