Hybrid role

The role is based in HR partnering the Children’s and Adults workforce. To lead vacancy management and resourcing, retention and reward activities within Children’s Integrated Services, including all elements of strategic resourcing, employability initiatives and retention and reward strategies.

Key responsibilities:

  • Collaborate with the Organisational HR team to understand the Council’s approach to reward and recognition, including flexible benefits and salary sacrifice schemes, contributing feedback from the business to support the successful review and operation of the schemes.
  • Develop and assess new employability initiatives, working in partnership with Residents managers, the EDI team and external partners to achieving positive outcomes for citizens and ‘the right people in the right jobs’.
  • Quality assure the employability career pathway, supporting the development of career pathways with managers and Departmental HR Consultants.
  • Actively seek representation from under-represented groups and individuals.
  • Lead and design value for money executive level resourcing activities which are business focused and of high quality, attracting the widest and most appropriate (in terms of talent) potential pool of applicants.
  • Collaborate with Departmental HR Consultants and Advisors to integrate an approach to resourcing, including workforce planning, succession planning and talent management.
  • Review the implementation of the corporate induction process at a local level, tailoring this to meet both the needs of the service and the employee.

Knowledge:

  • Knowledge and understanding of local employment and skills challenges and appropriate methods of intervention.
  • An in depth understanding of current good practice in modern resourcing techniques.
  • Knowledge of employment law in relation to recruitment.
  • Understanding of the barriers faced by groups and individuals when trying to gain entry to employment.

 

Experience & Skills:

  • Recruitment and resourcing expertise.
  • Experience of creating or designing vacancy adverts, including on virtual/social media platforms.
  • Experience of analysing and collating complex information
  • Ability to undertake research activities, including experience of analysing complex information, to make develop and deliver improvements to the service.
  • Possession of a sufficient level of numeracy to deliver complex and sensitive monitoring information.
