Temporary Housing Solutions Officer–Housing

A Housing Solutions Officer is needed to understand the challenges and complexities around homelessness today, the impact that homelessness has on families and single people and have a commitment to addressing housing issues and reducing homelessness.

 

Key responsibilities:

  • Provide an effective, professional service including offering a full range of advice on housing options in the private and public sector and ensure comprehensive homelessness prevention service.
  • Understand the challenges and complexities around homelessness today, the impact that homelessness has on families and single people and have a commitment to addressing housing issues and reducing homelessness.
  • Provide an effective, professional homelessness service on behalf of the client including assessment and investigation of homeless approached and applications in line with statutory duties under the housing act 1996 part 7 and relevant case laws and local policies.
  • Develop, update, and review personalised housing plan for customers on behalf of the organisation considering the homelessness reduction act 2017.
  • Drive the reduction of temporary accommodation expenditure by ensuring that all other avenues are explored, and clients are diverted away from its use.
  • Lead on the collation of the data information for the department for communities and local government, thereby assisting the government in its work to capture the true picture of homelessness and its impact on society.
  • Take proactive steps to prevent and resolve crisis across the housing, health, and social care agendas.
  • Make high quality, timely and accurate homeless decisions, making appropriate referrals to other services where a housing duty may not be owed or is coming to an end.

Experience & Knowledge / Technical skills

  • Knowledge of relevant case laws and Codes of Guidance.
  • A good knowledge of services, benefits and support available to homeless people or those experiencing housing problems.
  • Understanding of the impact of national and local policies and how they influence local government processes, drivers, structures, and work practices.
  • Understanding of access to social housing.
  • Awareness of issues and initiatives facing local housing authority.
  • Experience and detailed working knowledge of relevant Lettings, Homelessness Reduction Act 2017 and Housing Act legislation including security of tenure and private
  • tenants’ rights; welfare benefits including personal benefits and housing related benefits.
  • Experience of providing an effective housing advice and homeless service to members of the public.
  • Experience of carrying out interviews, investigations, and negotiations.
  • Experience of effective record keeping including electronically.
  • Experience of successfully working to performance targets and deadlines.
  • Experience of implementing an equality and diversity approach to service delivery.

 

Skills & Abilities

  • Excellent interpersonal skills including active listening, advocacy and a win-win approach with all stakeholders.
  • Excellent communication skills including the ability to write detailed technical letters and reports.
  • Ability to devise Personalised Housing Plans, provide advice to customers verbally and in writing and write accurate and comprehensive decisions on own initiative quoting relevant legislation, case law and statutory guidance.
  • Ability to gain, and retain, the confidence and respect of staff, service users and other contacts.
  • Ability to work unsupervised, prioritise workloads and achieve targets and deadlines.
  • Ability to gather information and interpret complex issues e.g. legislation and case law quickly, to think creatively about problems and identify solutions.
  • Ability to work effectively and even-handedly with people from diverse backgrounds and circumstances.
  • IT literate and able to use computer software effectively as well as use mobile and remote technology to communicate.
  • Ability to deliver at pace and quickly to tight timescales, balancing both immediate term priorities and longer-term goals.
  • Ability to deal with complex and contentious cases and make bespoke recommendations to senior management.
  • Ability to interpret and research relevant legislation and apply this directly to working practices.
  • Ability to respond quickly and positively to changing work demands and conflicting priorities.
  • Ability to recognise when to seek timely guidance from service managers to prevent casework delays and prevent escalation of cases and complaints.
