What's involved with this role:

Recruiting to Housing Solutions Officer role to cover 2 year unpaid leave for statutory position in budget. The officer must be able to prevent homelessness, negotiate with landlord, carry out homelessness assessment, and write well reasoned decision letters. The officer must be able to interpret legislation, and treat customers with dignity 

Key Responsibilities: 

  • To interview all applicants who approach the Council in housing need and complete enquiries under the Housing Reduction Act 2017 to determine whether a statutory duty is owed to the applicant and provide the appropriate assistance. 
  • To work with key partners and stakeholders to address the factors which contribute to individuals being at risk of rough sleeping and develop and deliver services which effectively prevent rough sleeping and support vulnerable people away from the street and into safe accommodation,  
  • To handle more complex cases, including providing support in judicial review cases or in response to other legal challenges, and specialise and take the lead in either eligibility, intentionally homeless or high risk cases.  
  • To effectively represent the Housing Solutions service on multi-agency groups and forums in relation to specific cases, such as MARAC, Child Protection issues and DV reviews.  
  • To ensure that suitable temporary and settled housing solutions are delivered to service users generally, including those with complex housing needs.  
  • To provide the Housing Solutions Service from different locations throughout the borough, including working on a rota basis at the regular housing advice surgery where the need is identified.  
  • To conduct outreach work aimed at preventing future homelessness and promoting alternatives to social housing, as required. Thurrock Council Key Service Related accountabilities  
  • To develop and maintain an up to date knowledge of the different housing options available to service users seeking accommodation and systems of access to housing of all types including; the private rented sector, intermediate housing schemes, and supported housing.  
  • To maintain accurate written and computer records, reports, & other monitoring information as required in connection with the various duties undertaken, and keep other records necessary to provide an adequate management information data base  
  • To organise and administer a case load, identifying priorities and deadlines and ensuring systematic progress is made on each case

  2. Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this. 
  3. Your availability to work either immediately, or at short notice. 
  4. Knowledge & Experience: 
    1. Have excellent working knowledge of Homelessness & Housing law including the protection from Eviction Act 1977, Housing Act 1996, and 1988, and the HMO licensing regime under the Housing Act 2004 
    2. Have specialist knowledge and understanding of working with Housing Benefit Regulations and Universal Credit Regulations and the eligibility requirements for these benefits 
    3. Demonstrate a good working knowledge of Landlord and Tenant Law particularly in relation to Assured Shorthold Tenancies including landlords repairing obligations and grounds for possession 
    4. Experience working in a busy front facing customer focused environment to give advice and information to vulnerable customers 
    5. Experience of effective multi-disciplinary working 
  5. Skills & Abilities: 
    1. Time Management skills 
    2. Ability to understand, assess and apply complex Legislation, case law and policy changes to a range of circumstances 
    3. Ability to make sound, non-judgmental decisions with the best information available, working creatively and innovatively, producing new ideas, approaches solutions to problems 
    4. Ability to work calmly and accurately under pressure and handle conflict, or potential conflict situations with clients who may be distressed, dissatisfied or potentially aggressive/ violent and maintain positive working relations 
    5. Ability to keep factual case notes, maintain accurate statistics and write clear and concise letters 
  6. Commitment to customer care 
  7. Strong IT skills including Microsoft packages
