Full Job Title: Temporary Housing Officer – Homelessness

This role will have a range of homeless customers who need to be placed in affordable, social or private sector accommodation. This may be temporary whilst decisions are made about the council's duty, or into permanent or semi-permanent properties in the social and private sectors.

Being mindful of budgets, find appropriate temporary and move on accommodation for customers focussing on the use of council managed properties (owned or leased) in the first instance.

The council has a number of approaches to helping tenants access the private rented sector, and you will meet with prospective landlords, with other housing professionals, to assess properties for the suitability to place customers.

The role will understand the need of landlords, customers and the council and be able to negotiate and agree arrangements to place customers into the properties.

This role will be expected to build relationships with the owners/managers of this private sector accommodation, which could include landlords and owners/managers of hotel accommodation.

The team will work closely with Housing associations and allocate people to their properties as they become available.


Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Minimum of 12 months recent housing support experience in a similar role, or context and ideally within a public sector organisation
  2. Good understanding of all relevant legislation relating to the temporary housing of homeless people, and of tenancy legislation
  3. Awareness of the diversity within Portsmouth’s private housing market, and the options for temporary and move-on accommodation.
  4. Organisational skills to manage multiple workloads and limited resources
  5. Self-motivated with the autonomy to make decisions and implement improvements where necessary.
  6. Ability to understand the customers' needs and translate them into finding the right accommodation
  7. ICT Skills: Good level of IT skills including use of Microsoft Office applications.
