This is to work on discreet project work encompassing assisting the Team Leader in providing specialist advice on built heritage issues to safeguard the City’s built heritage and to manage heritage programmes to ensure a first class, customer focussed, business friendly planning service. The Planning Officer will provide specialist heritage advice on planning applications, in particular in relation to major city centre projects.

Key responsibilities:

  • Assist the Team Leader in managing the statutory Development Management functions in terms of assessing planning and other applications, preparing reports and recommendations, preparing appeal statements and giving evidence to public hearings/inquiries, giving pre-application and general advice, responding to complaints breaches of planning control and general enforcement matters.
  • Prepare and review of the Local Plan including the monitoring of progress against milestones and the identification of risks and contingencies.
  • Undertake the on-going review of the condition of the city’s historic buildings and to up-date City Council and English Heritage registers accordingly
  • Identify buildings for possible statutory action and co-ordinate the city wide strategy for heritage at risk including negotiation with owners, occupiers, developers and their agents, on proposals necessary to achieve the preservation and re-use of historic buildings at risk, along with public agencies, funding bodies and building preservation trusts potentially able to contribute to the process.
  • Assist with any statutory action required to assure the preservation of historic buildings at risk including service of Urgent Works, Repairs and Amenity (s.215) Notices, implementation of any related works, recovery of City Council expenditure and the compulsory acquisition of properties.
  • Assist in the formulation and delivery of area-based regeneration projects where statutory action in respect of historic buildings at risk is a component of the initiative.
  • Undertake the review and designation of conservation areas; to produce proposals for their preservation and enhancement; to produce advisory information; and to assist local Conservation Area Advisory groups in promoting the interests of a conservation area.
  • Administration of grant-assisted projects and programmes for the preservation, repair, restoration and re-use of historic buildings, including preparing bids to secure external funding; securing authorisations for initiatives; seeing that physical works are delivered to programme, and that financial and other monitoring information is maintained and reported.

Qualifications & Experience:

  • A degree/diploma or equivalent in Town Planning, the resultant qualification must be RTPI recognised.
  • Relevant experience in a planning office dealing with planning applications.
  • Experience of processing planning applications of all type and scale including major applications.

 

Skills:

  • Ability to identify problems, set objectives, work to deadlines, and monitor results.
  • Excellent communication skills.
  • Proven and confident negotiation skills.
  • Excellent report writing skills.
  • Ability to work as part of a team.
  • Self-motivated with the ability to work with a minimum of supervision and be well organised.
  • Excellent ICT skills.
