Temporary Gypsy Liaison Officer

Office based role
A Gypsy Liaison Officer is needed to carry out day to day management of the Local Authority’s Traveller site, including letting of pitches; enforcement of tenancy conditions and dealing with maintenance and repair issues.
To liaise with other authorities, services and agencies concerning Gypsy / Traveller issues, and to investigate and deal with illegal encampments.
Key responsibilities:
- Provide a full landlord function to residents of the Local Authority’s caravan park; including letting of pitches; enforcement of tenancy conditions; collection of rents, charges including electricity charges, deposits where required and accounting for those.
- Advising customers in relation to a variety of issues, such as Benefits, Housing, Living Skills, Budgeting, including networking with other agencies when appropriate.
- Work with partners and customers to ensure delivery and equality of access to services for our residents.
- Liaise with other Authorities / Agencies concerning Gypsy / Traveller issues where applicable.
- Contribute to service improvements, by contributing to the agreed work programme and service objectives across the Housing Service and implementing new efficient ways of working where appropriate.
- Investigate and deal with illegal encampments and related matters as required.
- Give advice in relation to illegal encampments when requested to Councillors / Officers and members of the public.
- Make Senior Managers aware of more complex and sensitive issues and to provide advice and information accordingly.
- Work with Gypsy / Travellers as well as the wider community and support the Refugee & Accommodation Principal Officer to promote integration and better understanding of minority groups.
- Provide office administration as applicable.
- Contribute individually or as a team to the development of safe working practices within the immediate work area, in conjunction with Organisation Health and Safety Policies and other guidelines / procedures.
- Assist in collection of and accounting of all monies due and received.

Experience/Knowledge:
- Experience of Delivering Services directly to customers.
- Knowledge and understanding of the issues relating to Travellers and Gypsies.
- Awareness of issues relating to minority groups including matters relating to community cohesion and political sensitivities.
- Have a good working knowledge of all applicable laws and ensure that this is kept up to date.
Skills/Technical skills:
- Ability to interpret legislation and guidance relating to the communities worked with.
- Ability to deal with and resolve sensitive issues.
- Able to communicate effectively both verbally and in writing, with a variety of audiences.
- Ability to analyse problems and present viable options.
- Have numeracy skills in order to keep within a budget and experience of using Excel and other IT packages.
- Ability to work closely with others in a team and establish effective networks.
- Ability to prioritise and evaluate workload of self and team and able to work with minimal supervision.
- An ability to maintain a computerised database for the management of information.
