The post holder will work within the Procurement and Contract Management Team and be responsible for delivery of the Fire Safety Project for the Housing Needs Service. The project objective is to ensure that all Temporary Accommodation is safe and compliant with current Fire Safety Legislation.


Key responsibilities:

  • Undertake fire risk assessments reviews to determine they are suitable and sufficient and assess compliance with the Regulatory Reform (Fire Safety) Order 2005.
  • Review and manage compliance for Gas & Electrical safety certificates and report on outstanding works.
  • Conduct inspections of premises to determine compliance and report on works required where appropriate including properties located outside the Borough’s boundaries.
  • Provide professional technical support and expertise to the Procurement and Contract Management Team and wider Housing teams.
  • Contribute to the monitoring of existing, and the development of new, processes and procedures to facilitate the management control of fire risks.
  • Lead and deliver expert training to housing staff, TA managing agents and Landlords on fire safety and the FRA process.
  • Liaise with external professional bodies including Local Authorities, Fire Safety Teams, and the Fire Service.
  • Contribute to strategic fire safety policy and procedures and ensure the Council's Corporate Fire Safety Policy is implemented and maintained.
  • Review performance of the project and regularly monitor and evaluate any service delivery performance, service failures and/or financial and legal issues
  • Actively liaise with landlords, providers and managing agents where accommodation-related problems are identified and to monitor the actions being taken to resolve the issues raised.
  • Support senior managers within the department in delivering safe effective contract and performance management of those supplying or supporting the delivery of the Council’s accommodation schemes.
  • Encourage landlords to develop good property fire risk management and property standards.
  • Reply promptly to enquiries and complaints received from temporary accommodation clients and their advocates, including elected members, MP’s and ombudsman cases in line with the Council’s procedures.
  • Create and maintain accurate records and provide timely reports on key performance indicators and service standards in accordance with Council policy and legal framework.

Experience & Knowledge / Technical skills

  • Knowledge of current fire safety legislation and other related guidance, including Building Regulations, LACORS, ADB and the Fire Safety Order.
  • Awareness of the current issues affecting fire safety and building safety, that may impact service delivery.
  • Knowledge of finance and budgetary control
  • CFPA Diploma (Technical) or equivalent.
  • Extensive knowledge of the Regulatory Reform Order (Fire Safety) Order 2005 and other fire related guidance and standards.
  • Third-party registration as a fire risk assessor through a recognized scheme (IFE or FRACS preferably) or be willing to work towards.
  • Membership of the Institution of Fire Engineers (MIFireE).
  • Experience of carrying out and reviewing fire risk assessments
  • Extensive knowledge of the Regulatory Reform (Fire Safety Order) 2005 and other related fire safety guidance, standards and regulations.
  • Experience of communicating effectively to customers and at all levels of the organisation.


Skills & Abilities

  • Good verbal and written communication skills including the ability to negotiate with accommodation providers and the ability to write letters, report, and procedures using plain English.
  • Ability to manage a varied and demanding workload, and to provide a consistently high quality of work with limited supervision.
  • Ability to take responsibility for one’s own and team performance in delivery of a customer focused service.
  • Ability to assess and communicate service issues and problems and identify cost appropriate responses and solutions.
  • Good IT Skills
  • Ability to be flexible, creative, and self-motivated.
