This post will be supporting on the Homes for Ukraine scheme. The scheme aims to match Ukrainian refugees with hosts and provide financial and social care support. Working alongside colleagues in Social Care and the Contact Centre, the postholder will arrange ‘welcome’ payments to Ukrainian guests, via the Council’s prepaid card system, plus monthly payments to the hosts. You will update logs and the Council’s social care system with details of the payments made, and provide reports to senior managers, as well as supporting on various queries and requests for support from internal colleagues and those participating in the scheme   

Key Responsibilities: 


  • To monitor treasury management service provider KPI’s and investigate and report exceptions. 
  • To assist in monitoring the performance of money market funds and short-term liquidity deposit accounts.  
  • To assist with the compliance and performance monitoring of external service providers and in-house investment activities. 
  • To assist in monitoring external service provider, supplier and stakeholder risks. 
  • To assist in monitoring investment and borrowing activities, risks, interest rates and market movements.  
  • To monitor and analyse financial data to assist with the maintenance and development of cashflow forecasts and development of investment and borrowing strategies. 
  • To assist in monitoring the treasury management and banking services balance sheet and budget. 
  • To assist in monitoring the credit quality of treasury management counterparties and external service providers.  
  • To assist in reconciling treasury management and pension fund cashflow forecasts and actual cashflows. 
  • Monitor corporate income and debt collection profiles.  Investigate exceptions and escalated queries, ensure financial systems are accurate and liaise with internal and external service providers to resolve issues 

“Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria: 

  • Qualified AAT or, part qualified AAT with accounting, book-keeping and reconciliation experience, or Accountancy/Finance related BTEC awards, certificates or diplomas at level 2/3, or 2 A’ levels 
  • Knowledge and understanding of double entry book keeping 
  • Knowledge of banking systems 
  • Accounting experience in the public or private sector 
  • Experience of preparing financial reconciliations 
  • Good organisational skills 
  • Excellent verbal and written communication skills 
  • Ability to build good working relationships with officers and external service providers 
  • Ability to give clear advice and explanations to non-financial specialists
