We are seeking an enthusiastic, confident, and self-motivated Environmental Health Officer to join our busy Private Sector Housing team   

Key Responsibilities: 


  • Take ownership of and effectively manage a personal case load of housing related complaints affecting the health, safety and well-being of tenants in the private rented sector.  
  • To respond to requests for service in relation to matters dealt with by the team. Carry out investigations to ensure that, where applicable, housing defects are abated through informal or statutory action.  
  • Assess, monitor, prioritise and review cases to ensure that the most effective means are employed to implement solutions and resolve cases.  Respond to requests for service from residents, elected members, partners, and build effective relationships with colleagues within the Council.  
  • In consultation with the Senior Environmental Health Officer, take investigative and enforcement action when necessary in cases of alleged harassment and illegal eviction.  
  • Take enforcement responsibility for complex cases involving bringing empty homes back into use.  
  • Proactively manage a caseload of work including the preparation of reports and letters, serve statutory notices, carry out formal interviews and prepare witness statements. Use delegated enforcement powers and represent the Council in Court and Tribunals where appropriate. Maintain up to date and accurate manual and electronic data records as necessary to ensure effective case management. 
  • Ensure the statutory obligations of the Council in dealing with housing complaints, are acted upon. Take appropriate action with partners and other Council departments to ensure housing conditions meet the current standards via advice, mediation, persuasion and enforcement in the Courts and Tribunals. 
  • Be aware of new legislation, guidance and current research in the sector which impacts upon the work of the team. Work in conjunction with senior officers to ensure team members and partners are aware of changes and amendments to the laws affecting the sector. 
  • Take responsibility for research and a future policy area in relation to a key project or objective included in the Housing Strategy and Action Plan. 
  • Prepare and present key reports regarding the sector to senior management in the Council and with other partner organisations i.e., Landlord Steering Group, forums, and statutory bodies.

  • Educated to degree level and registered with the Environmental Health Officers Registration Board as an Environmental Health Practitioner 
  • An excellent, detailed and up to date working knowledge of the legislation, statutory guidance, circulars, and technical literature relevant to the service 
  • A minimum of 2 years’ experience of delivering customer focussed, quality services 
  • Ability to understand and interpret complex legislation and court judgments
