Full Job Title: Temporary EHO – Private Sector Housing

Job Reference: Telford RQ682440

Pay Rate: £18.32 per hour PAYE

To enforce all relevant legislation administered by the section, and to educate and encourage the tenants and landlords of Telford and Wrekin to improve housing standards in the Borough.

Specifics include:

  • Undertake the inspection of domestic dwellings and investigation of complaints, including joint inspections with other agencies to ensure compliance with legislation.
  • Undertake inspections of Houses in Multiple Occupation and ensure legal compliance is achieved through formal or informal means as defined in the Council’s enforcement policy.
  • Undertake all functions necessary in the granting and compliance of HMO licensing.
  • To provide clear and detailed advice in response to queries about private rented dwellings and HMOs including on the enforcement of complex legislation and Management Regulations to a broad range of stakeholders.
  • Provide first line contact, offer appropriate assistance, advice and support for members of the public, businesses, outside agencies, elected members and senior managers on operational service issues
  • Take action where necessary to ensure compliance with relevant legislation, including by preparing and service of statutory notices, orders and demands in accordance with Prescribed forms and procedures.
  • Prepare statements of evidence and correspondence to be submitted to Legal Services, and attend court as required to give evidence and report back on the outcome.
  • Prepare paperwork for civil penalty offences and for prosecutions, give evidence at Court in the formal enforcement of statutory notices.
  • Interview alleged offenders and witnesses under PACE as required.
  • Take appropriate action under the relevant statutory provisions to ensure that service objectives are met.
  • Keep up to date with legislation changes, update the division on technical knowledge and trends and give talks and lectures on aspects of the service as required.

 

Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications:
    1. Educated to degree level with a relevant professional qualification in Environmental Health.
    2. Registered with the Chartered Institute of Environmental Health registration Board
  2. Experience:
    1. Substantial experience in private sector housing regulation and enforcement in the capacity of an EHO
    2. Substantial experience of working in a regulatory background.
    3. Substantial experience of presenting cases to formal legal hearings.
  3. Knowledge:
    1. A detailed understanding and an up to date professional and technical knowledge of housing legislation and its practical application, including HHSRS, HMOs, Management Regulations and all associated legal processes
    2. Substantial knowledge of local and national housing drivers, including local, regional and national priorities and developments.
  4. Skills & Abilities:
    1. Proven ability to lead projects.
    2. Proven skills to develop and participate in partnership working.
    3. Strong team and organisational skills.
    4. Effective communicator.
    5. Experience of guiding, mentoring and supervising colleagues on specific tasks.
    6. Proven investigating and interviewing skills
    7. Proven negotiating skills
    8. Proven ability to manage and prioritise own work load
  5. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite)
