Temporary Building Maintenance Officer - Housing

A Building Maintenance Officer is required to provide building maintenance services for all non-housing property including reactive, legislative, planned and cyclical maintenance.
To provide advice and support to the Design team on maintenance of new build, refurbishment and improvement schemes.
To ensure that the Council’s non-housing property portfolio meets the requirements of service occupiers and all statutory regulations.
To be personally aware of and adhere to systems and processes to ensure compliance with relevant Building Maintenance legislation.
Duties to include:-
- To be part of a team providing a professional building surveying service to all client departments and to advise external groups/agencies where appropriate
- To act as a point of contact for all unplanned and emergency works (in and out of office hours), as directed
- To be involved in the procurement and organisation of planned and reactive maintenance and refurbishment works (including design, detailing and specification writing)
- To provide technical assistance and guidance on all building maintenance related issues to clients and officers of the council, (at times this will involve acting as Duty Officer for the Business Services Team and will involve providing cover in and out of office hours)
- To receive, record, monitor and act upon all technical queries, complaints and job requests in respect of the specified service area
- To deliver dilapidation and condition surveys in connection with building maintenance and building services installations and provide technical recommendations and budget estimates for subsequent services required
- To maintain an informed awareness of new developments and products and changes in relevant policies, regulations and legislation and their likely immediate or future impact
- To ensure compliance with and enforcement of the Council’s Standing Orders, Financial Regulations and Health and Safety procedures in all aspects of work within the specified service area
- To prepare tender documentation, feasibility studies, estimates, cost plans, contract documentation and undertake the certification of payments to Contractors required to deliver the Councils building maintenance related capital and planned maintenance programme
- To be responsible for the planning and co-ordination of planned maintenance and new installations in all non-housing property
- To contribute towards a positive and effective working relationship between the building maintenance team and all other departments, external agencies, statutory undertakers, contractors and consultants
- To liaise with external organisations which use the Council’s building maintenance expertise

Qualifications
- HNC in a building related subject
Knowledge and Experience
- Considerable experience of the built environment
- A high level of supervisory skills
- IT skills at user level (Word processing, spreadsheets and databases)
- Knowledge of construction related statutory procedures
- Experience of developing and maintaining effective working relationships
- Ability to travel generally across the County Borough and occasionally to other locations in the UK to carry out work (e.g. /visit clients or work sites attend meetings)
- Understanding of the importance of Welsh Language and Culture
- A high level of numeracy and literacy skills and be capable of preparing a wide range of basic reports and technical specifications
- Strong communication skills
- Ability to use IT systems such as word processing, spreadsheets and databases
- Knowledge and experience of all construction related statutory procedures, (e.g. Health and Safety, DDA, legionella, asbestos, building regulations, CDM etc.)
- Knowledge and understanding of Health & Safety legislation and statutory procedures.
