90% office based.

The purpose of the role is to provide a financial, procurement and procedural monitoring service for the capital and revenue building programme. Support and develop resource management and project monitoring systems.

Key responsibilities:

  • Assist in planning and preparing the Annual Capital Building Budget/Programme in liaison with council services so that future spending commitments can be established.
  • Assist with assessing and reviewing the expenditure of monies in relation to both the capital and revenue building programmes, to ensure any likely deviation from planned spending targets is identified and corrective action taken.
  • Ensure the preparation of regular reports showing the current and predicted capital expenditure for individual and groups of projects so that the service management team, council members, government office, other funding bodies etc are continually kept informed.
  • Manage business management systems and undertake analysis and reconciliation of charges and recharges for external consultants and Construction & Asset Management staff to ensure that they are contained within established financial parameters thereby maintaining a cost-effective service.
  • Maintain and monitor relevant office systems to produce all information required in connection with capital and revenue building programmes.
  • Manage, maintain and monitor staff time recording system for the Operations Service users including providing Help Desk service, management reports, CEC’s, recharges and staff resource plans.
  • Liaise with senior managers and staff, across the council and external bodies, to commission internal and external design teams for the purpose of undertaking building projects.
  • Assist the development and management of systems for the performance monitoring of consultants and contractors to ensure that the council’s property objectives and policies are adhered to and achieved.
  • Provide support to Business Services manager for the management and monitoring of the Construction & Professional Services Frameworks.

  1. An appropriate qualification to NVQ Level 4 in a building or business administration related subject or equivalent.


Skills, Knowledge & Experience:

  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Detailed knowledge and experience of the property and construction environment, particularly in relation to local government/public sector.
  3. A good understanding of construction procurement in the public sector and the legislative framework.
  4. Very good budgetary skills and experience, particularly capital and revenue building budgets, fees and charges.
  5. Ability to prepare complex reports to manage financial and resource management issues.
  6. Ability to evaluate and analyse complex data
  7. Excellent communication and interpersonal skills with a particular focus on the ability to persuade, influence, negotiate and build relationships.
  8. Good understanding of council procedures, corporate procurement rules, financial regulations, etc.
  9. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
