Temporary Admin Officer – Building Control Services

The purpose of the role is to provide administrative and business support to serve and support the delivery Building Control service. Building Control is virtually unique amongst council services in that it is in competition with the private sector. It is important that the post holder has a high knowledge and understanding of the service and has excellent customer care skills to ensure the service achieves and maintains market share.

Key responsibilities:

  • Support the team leader in the delivery of day-to-day support services to the building control service and deputise in their absence.
  • Examine plans and schedule of works of more complex domestic schemes to assess charges payable under published charges.
  • Deal with more complex emails requesting quotes, referring them to the Head of Building Control as necessary.
  • Liaise with other local authorities for standard charges where work is carried out under the partner authority scheme.
  • Provide additional information for Land Charge searches and update the database as necessary.
  • Raise invoices on the Finance system in respect of works which have commenced on site, and update the database of these invoices and when they have been paid.
  • Investigate payment queries and liaise with Finance in respect of any non-payment of charges.
  • Produce Decision Notices and Completion Certificates as required.
  • Maintain accurate records of request for inspections of building work through various methods of contact (email, phone calls, webform, apps).
  • Registration of demolition notices and the distribution of the notice to interested bodies.

Qualifications:

  1. Good general education (up to GCSE Grades A – C English and Maths or equivalent.
  2. Achieve by assessment LABC Level 3 Competency.
  3. Working towards Level 3 Certificate in Technical Support for Public Service Building Standards (LABC).

 

Knowledge & Experience.

  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Experience of working in Local Authority Building Control.
  3. Good knowledge and understanding of the policy, practices, procedures and regulations/codes of practice relevant to the role.
  4. Good working knowledge of Uniform.

 

Skills & Abilities:

  1. Ability to read and understand architectural drawings including that of a minor commercial and more complex domestic nature.
  2. Effective communication an interpersonal skill with the ability to verbally represent the service.
  3. A good team worker, able to work collaboratively, promoting involvement and engagement with colleagues.
  4. Excellent planning and organisational skills, with proven ability to prioritise and co-ordinate workloads, monitor and evaluate work, to ensure standards, outcomes and deadlines are achieved.
  5. Proven communication skills with the public, developers, builders and architects.
  6. Be self-motivated, work on own initiative, determine priorities and achieve results.
  7. Positive approach to service delivery and a commitment to continuous improvement.
  8. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
