Hybrid working - The applicant will work from home, with one office day per week and must be able to work well unsupervised with the ability to manage their own workload, prioritise works accordingly and ensure the timely completion of works.

An experienced Technical Officer with particular experience in progressing level access showers via the Disabled Facilities Grant, though there will also be some ramps and internal alterations.  The work will involve carrying out site surveys, providing some scale drawings (though most works are designed by the contractor), producing schedules of works and awarding works via our schedule of rates, liaising with service users, Occupational Therapists and contractors.

Experience of using Foundations Casemanager for record keeping would be an advantage but can be taught.  Accurate electronic record keeping is essential.

Key Responsibilities

  • Provide a full support, information and advice service for applicants
  • Ensure that the Council’s Accessible Homes Agency and related services are delivered in line with clients’ needs and to quality standards and ensuring that applicants are fully advised and sensitively supported throughout the whole assistance process. Includes providing technical advice, guidance and support to clients.
  • Ensure that completed adaptation work is ‘necessary and appropriate’ and ‘reasonable and practicable’ in line with grant legislation and Council policies.
  • Carry a case load of Major Adaptations and to provide a comprehensive technical service, from inception to completion for all Home Adaptations offered by the Council. The service will include assessing the scope of the work required, writing specifications and/or schedules, preparing plans where necessary.
  • The service will involve providing technical advice, guidance and support to clients, Occupational Therapists, Landlords, property owners, and other members of staff on all technical aspects.
  • Act as the eligible applicant/client’s agent and advisor in all matters relating to the works i.e. Initial survey, compiling schedule of works, inspections, resolving issues that may arise during or on completion of the works.
  • Organising and administering tenders with full work instructions, placing job orders, supervising work in progress and authorising payments of accounts on satisfactory completion of works (and interim payments where necessary) in line with departmental council policies and standing orders.
  • Undertake visits and inspections in accordance with an agreed work programme and provide a full and effective appraisal service on options available to eligible applicants such as major adaptations, relocation, non-agency work and self funding including monitoring of the site activities of appointed contractors and to check quality standards.
  • Monitor and control the site activities of appointed contractors and to define and enforce quality standards.
  • Involved in the production of plans and briefs for works of a complex nature and to ensure that statutory permissions are obtained before work commences and liaise with any required external specialist consultants.
  • Record all visits or other relevant information on both manual and IT systems as appropriate and ensure completion of all relevant documentation.

Unless the DBS requirement stated above is for a Basic Disclosure, your DBS must be either through us or be accompanied by a subscription to the DBS updating service.

Qualifications:

  • C / 4 or above in GCSE English and Maths or equivalent qualification.
  • Hold a full UK driving licence and have access to a vehicle for work purpose  

Knowledge:

  • In depth knowledge of the Building Act 1984, the Building Regulations and associated legislation
  • Understanding of housing repair/maintenance problems and practical assessment of building maintenance problems
  • Understanding of Health & Safety Regulations, Building/Planning requirements and other relevant legislation 

Experience:

  • Practical or technical experience in a broad range of construction works including plumbing, building and joinery.
  • Experience of working in a construction related discipline either at a practical or technical level.
  • Demonstrable experience of working within a customer focused role.
  • Experience in using IT packages including basic word processing & use of databases & spread sheets

Skills & Abilities:

  • Literacy and numeracy skills, able to read and understand drawings and specifications.
  • Proven ability to use IT packages including standard Microsoft Office software.
  • Ability to work in confined spaces (Lofts) and at heights (roof inspections).
  • Be able to work as part of a small team with minimum supervision and able to organise and prioritise own workloads.
