Interim Team Manager - Waste Contracts & Haulage

Hybrid working
Management of the waste treatment recycling and composting contracts for the 300,000 tonnes of waste we receive each year
from the 7 Districts in the County area and the 14 HWRCs.
Direct Operation of the Bardon waste Transfer Station, maintenance of the mobile plant (loading shovels etc.) across four sites and small fleet of 32 tonne Ro-ro Haulage vehicles.
Responsible for providing visible leadership and management, with effective strategic and operational performance and financial management, ensuring that the services commissioned by the Council are delivering desired outcomes.
Responsible for the efficient operational management and compliance of waste and the operation of haulage services, balancing customer focus, quality and cost effectiveness to ensure and demonstrate value for money provision which meets all statutory duties and responsibilities.
Key Responsibilities:
- To be responsible for the management of services, to ensure the effective and efficient provision of appropriate customer focused, high quality services in accordance with County Council policies, Government and legislative requirements.
- To be responsible for the effective strategic and operational performance management of services and teams through the departmental business planning process, this is to include effective budgetary information. To ensure improved customer focus, cost effectiveness and continuous improvement in the delivery of Council, Departmental and Service outcomes.
- To be responsible for strategic and technical advice to members, partners and stakeholders on policies, performance and budget to ensure the efficient delivery of services and ensure appropriate communication and dialogue takes place.
- To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies and communities to meet the Council’s and department’s objectives across services and promote the work of the Council and department.
- As a senior member of the management team, take a lead role in influencing organisational culture, driving innovation and transformation.
- Responsible for tendering processes in the appointment of approved providers for the provision of services in alignment with the department’s commissioning strategies.
- Responsible for the identification and contribution to the development of supply markets in the role of operational commissioner for the service.
- Responsible for the development and management or operational commissioning of relevant elements of waste programmes and services, including joint commissioning with other agencies and departments.
- Responsible for ensuring appropriate and sustainable delivery models are in place. Ensure income and external funding are maximised and consistent with service delivery priorities.
- Responsible for the development and implementation of projects and programmes of work to deliver service priorities, plans and objectives

Qualifications:
- Degree in an appropriate subject or equivalent qualification
Knowledge:
- How the use of systems, aligned to business processes, can support the management of efficient and effective services
- Principles of effective commissioning and how they can be applied to maximise service effectiveness in meeting the strategic outcomes of the organisation
- Best practice in operation and the commissioning and management of agreements and formal contracts
- Current relevant policies and procedures associated with environment, transport and waste legislation
Experience:
- Designing and developing high quality delivery programmes and plans, in order to achieve the strategic outcomes of the organisation in accordance with statutory requirements
- Successful commissioning of programmes and work packages within internal and/or external provider arrangements
- Implementation of a service which meets the strategic outcomes of the organisation
- Leading and managing a service in line with defined frameworks for performance management and a departmental / service plan. This will include the effective management of Health and Safety and Risk Management
- Managing budgets in line with the organisation’s financial management practices and policies
- Successful management of projects, including experience of resolving organisational and service issues
- Working with key stakeholders to deliver outputs and outcomes
- Implementing continuous improvement strategies to maximise service effectiveness and/or efficiency

- Excellent communication and presentation skills, including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services
