This opening assignment is for 12 months  


Flexible working approximately 3 working days in the office during probation period. Attending meetings on site as and when required.

Provide professional surveying services and project management, particularly those involving structural, dimensional and topographical surveys and design solutions, to the City Council's stock of dwellings, buildings and land managed by Landlord Services. Ensure work carried out is of the highest quality and achieves value for money. Plan, monitor and control all aspects of the programme, seeking best practice, ideas and innovation and ensuring they are applied to the project. Achieve the project's objectives within the defined schedules, costs and performance parameters.

Take ownership, be responsible and accountable for all aspects of the project, programme or service from end-to-end and, in particular, to champion the experience of the customer in order to maximise customer satisfaction.

Key responsibilities:

  • Carry out structural surveys and provide detailed reports, assessments and design solutions, as required.
  • Provide detailed design advice to project/programme managers/supervisors for major construction projects and programmes.
  • Achieve programme objectives through the application of appropriate project methodology
  • Responsible for maintaining excellent levels of communication with customers from end to end of the service, project or programme. Use and innovation to deliver all forms of media to communicate purpose, progress and outcomes. Champion liaison and customer involvement at all levels. Conduct consultation exercises to enable customer choice, preferences etc, related to projects.
  • Ensure Health and Safety, CDM Regs responsibilities are met by in-house and external contractors. Carry out site inspections to ensure Health and Safety requirements and standards are being met. Ensure all relevant Health and Safety documents and signage is in place. Ensure legal obligations are fully understood and met. Manage risks. Assist CDM Co-ordinators in meeting CDM requirements. Act as Designer for the purposes of CDM Regs, as required.
  • Understand the different needs and expectations of customers and stakeholders. Ensure that processes are in place to meet their needs and exceed their expectations wherever possible. Consult with customers and monitor and check customer satisfaction with the project or programme. Plan and implement different and innovative approaches to meet customer needs, where appropriate. Ensure contractors understand the benefits of customer involvement. Deal with informal and Stage One complaints under the Council's Fair Comment policy.
  • Monitor the delivery and quality of work carried out, in order to to maximise customer experience and satisfaction, taking the lead on dealing with any issues or complaints in a timely manner, ensuring any lessons learnt from these experiences are implemented as part of driving forward improvements to the service and continuously improving customer experience. 
  • Monitor and accurately report project expenditure and costs against budgets. Provide reports to the Manager, to ensure effective budgetary management of the projects, including profiling and forecasting.
  • Take financial responsibility for allocated budgets, delivering within target tolerances and ensuring value for money

Other “Essential Requirements” – Please check to ensure that your CV addresses the following items:


  • Degree in Structural engineering, diploma or HNC equivalent or equivalent professional qualification in a construction field and corporate membership of the institution of structural Engineers or with substantial post qualification experienceAND able to demonstrate significant relevant knowledge of complex structures.
  • Must hold a valid, full Driver’s licence.


  • Thorough knowledge and understanding of Health & Safety issues and requirements related to the Construction Industry, including current CDM Regulations.
  • Knowledge and understanding of the principles of project management and demonstrable project management skills.
  • Expert knowledge of the different types of construction of residential buildings, including multi-storey blocks, their potential defects and the investigation and implementation of solutions, particularly in relation to compliance for structural and fire safety of complex buildings as proposed by the Hackitt Review


  • Practical experience in a role as “technical expert” in a building, surveying/ structural surveying or similar construction related environment providing design solutions.
  • Experience of leading and supporting staff in a service delivery environment - desirable
  • Demonstrate evidence of applying innovative and analytical approaches to solving complex and challenging problems

Skills & Abilities: 

  • Excellent communication skills, using oral, written and electronic media, so that information is clearly understood and acted upon by recipients with the ability to converse with citizens and provide complex information in accurate spoken English, or through a BSL interpreter.
  • Demonstrate ability to supervise projects or programmes to achieve outcomes including meeting financial and budgetary targets, developing service, ensuring high quality workmanship and achieving value for money.
  • Ability to provide written reports, including embedded photographs and to create and make presentation material using IT tools and a working knowledge of Microsoft Office applications or equivalent including the following: Outlook, Word, Excel, Internet Explorer, and have a willingness to learn new applications and technology as appropriate.
  • Demonstrable ability to co-ordinate professional staff, take ownership and be accountable for all aspects of a service/project/programme from end-to-end, ensuring delivery within time-scales, high quality and excellent customer satisfaction.
  • Ability to liaise and cooperate with other teams and contractors to ensure Service outcomes are achieved.
