Hybrid working

The role holder will undertake a lead role in a professional, customer focused, specialist technical service which enables the delivery of organisational objectives and provides a high quality service to customers in line with internal guidelines, policies and procedures and statutory requirements.

Lead the delivery of a range of technical projects, initiatives or work packages that comply with relevant legislation and help achieve the Council’s corporate aims and objectives. Provide specialist technical consultancy across the assigned service area to develop, design and implement customer-focused solutions for them assigned service area. Act as a key member of the team and will ensure high standards of customer service and service delivery.

Key Responsibilities

  • Assist with the management of the Street Lighting PFI contract inclusive of review Monthly faults mitigation.
  • Assist with the management of additional works commissioned to the PFI contractor.
  • Review proposals for new installations / schemes.
  • Review of the complaint received on the CRM system.
  • Produce performance reports and undertake quality checks.
  • Assess asset management and central management systems.
  • Liaise with colleagues and developers for new sites and impact on existing apparatus.
  • Maintenance of non-PFI related apparatus.
  • Manage the festive light contract.
  • Support Neighbourhood teams with Festive lighting works as well as Service enquiries.

Other “Essential Requirements” – Please check to ensure that your CV addresses the following items:


  • Must hold HNC / HND in Engineering or equivalent.
  • Have or be working toward Affiliate / Associate of Institute of Lighting Professionals


  • Procurement knowledge / experience.


  • Highway lighting design experience.
  • Experience working within a similar highway maintenance background ideally within Street Lighting or similar - PFI / Term Maintenance contracts / Frameworks.

Skills & Abilities:

  • Excellent time management skills, creating own work schedules, prioritising, preparing in advance and setting realistic timescales for own self and others.
  • Is able to effectively transfer key and complexinformation to all levels of staff, adapting the style of communication as necessary and ensuring that this information is understood.
  • Ability to absorb, understand and quickly assimilatecomplex information and concepts and compare information from a number ofdifferent sources.
  • Able to carry out street lighting surveys.
