Interim Strategy Manager

You will play a central role in supporting the implementation of the council’s new corporate plan. You will be expected to manage projects within a broad and fast-paced portfolio and produce high-quality strategy documents, briefings and reports. A natural collaborator with proven project management skills, you will have a keen interest in local government and a track record of delivering successful strategy and policy work
Key responsibilities:
- Lead on delivering high-profile corporate projects and the development and implementation of cross-cutting corporate policy.
- Lead on development of the council’s new corporate plan and other key strategic initiatives and corporate policies.
- Strengthening internal process for developing strategy, and where necessary devising improved procedures
- Supporting the strategic and organisational change required to ensure the political aims of members are operationalised
- Horizon-scanning for national and regional policy development and sharing this insight with the wider organisation; ensuring that as an authority we have our finger on the pulse in terms of emerging trends and policy innovations in local government and beyond

- Educated to degree level, or equivalent by experience
- Knowledge and understanding of the statutory, regulatory, policy, strategic and service delivery framework in which local government operates
- Good understanding of the issues, challenges and opportunities facing local government
- Experience in a role leading the development of high-profile cross cutting policy and corporate strategy
- Experience of working in consultation, engagement and participation
- Experience of measuring outcomes and devising performance indicators
- Excellent project management skills and experience of leading complex projects and programmes
- Strong project management skills and experience
- Ability to translate and articulate complex policy / information to a variety of audiences inside and outside of the council
- The ability to develop networks and work with partners across the public, private and voluntary sectors as well as the community and residents
