The role is predominately remote with a few office days each month to be agreed. 

Lead the development and implementation of the overall workforce strategy for the council, which is fully aligned to the overall corporate strategy and operational plan and which delivers against the annual key performance measures. Lead the HR team across the full employee lifecycle, ensuring that they deliver the highest levels of service to the business across all aspects of HR and workforce development. 

Key Responsibilities: 

 

  • Lead the HR service, driving both strategic and operationally focussed initiatives and services which deliver against the overall operating plan. 
  • Deliver strategic HR support pertaining to change management; service restructuring; employee relations; pay and reward and learning and development. 
  • Lead on the development, implementation and review of employment related processes, procedures and guidance, ensuring that they are compliant with current legislation and reflective of best practice. 
  • Define the requirements and enable the production of key workforce information, ensuring that it is utilised appropriately to inform and support management decisions. 
  • Pursue new and innovative approaches to people sourcing in order to address skill shortages and recruitment difficulties faced within a multifaceted organisation. 
  • Support the Director and Assistant Director in translating strategic vision and priorities into operational plans, monitoring their progress on a regular basis, identifying exceptions and risks and putting in place appropriate strategies. 
  • Lead on the development, implementation and evaluation of relevant business plans, transformation plans, corporate strategies, policies and procedures to deliver appropriate customer focused quality services to support the Council’s core services. 
  • Drive and deliver the workforce strategy, ensuring that adequate benchmarking is undertaken and that appropriate measures are in place for monitoring. 
  • Manage all HR transactional activities and be accountable for delivering an efficient and effective business and client focussed service. 
  • Provide clear and timely operational and strategic advice, guidance and support to the Director, Assistant Director, Elected Members and Management Team, actively contributing to corporate policy and strategic decision making

Qualifications: 

  • A degree or appropriate professional qualification within the remit of the professions covered with evidence of continuous professional development 
  • Membership of a relevant professional body. 

 

Knowledge: 

  • Knowledge and understanding of effective working within a political and trade unionised environment and the challenges that the City Council face 

 

Experience: 

  • Experience of strategic management and achieving sustainable improvements, with the ability to translate strategic objectives into operational plans.  
  • Experience of driving effective culture change to support business transformation. 
  • Experience of effective budget management and accountability for strict monitoring of resources. 
  • Experience of commercial and business acumen, exploiting new opportunities to achieve output related change and an outward customer facing and community focus 
  • Experience of consistent achievement as a manager within Human Resources managing large complex teams.  
  • Experience of leading and managing large programmes and change management projects which had major impact on staff and processes. 
  • Experience and understanding of the statutory and regulatory functions relating to public standards and provision in the public sector.  
  • Experience of promoting equal opportunities and delivering best practice through customer focused service provision.  
  • Experience in developing effective working relationships, commanding the confidence of diverse stakeholders including, members, senior management, staff and partners.
