This role has a chance to go perm at the end of the contract

Hybrid working arrangement require a minimum of two days in the office (Tuesday and Thursday usually) but may need attendance of face to face meeting on any given day) 

The post holder will be the lead Commissioner in a very busy and varied role overseeing Market Management in relation to older persons’ market. The main areas of responsibility will be Nursing, Residential Care and Home Care. The postholder will be key to driving forward a transformation agenda which supports an improved and sustainable bed based and community offer for our residents, with efficient and effective contract management, quality assurance and innovation. Working closely with our Adult Health and Social Care colleagues, you will work on our key priorities developing our commissioning approach so that we make a difference for people needing our services ensuring we have a sustainable offer to support the wider system across Trafford. In particular, your focus will be Hospital Discharge processes and admission avoidance, Quality Assurance, and Discharge to Assess provision together with improving our community offer for our local residents; ensuring that our local providers provide a comprehensive high quality person-centred range of support 


Key responsibilities: 


  • Identifying gaps in the range and accessibility of local provision to meet assessed need and population well-being outcomes 
  • Ensuring that all services, internal and commissioned, deliver efficient and effective interventions which are evidence based and able to demonstrate impact and outcomes 
  • Ensuring that services meet the diverse needs of the local community and take account of diversity in the design and delivery of services 
  • Continuing to support and implement integrated commissioning arrangements for services, working across all relevant council, health and partner agencies. 
  • Implement a comprehensive model of commissioning for Trafford Council and its’ partners where required.  
  • Tackle and resolve complex issues through strong leadership and effective partnership working across the council, Health and partner agencies.  
  • Ensure services are procured legally and fairly from safe, cost effective providers who represent the best use of resources. 
  • Be responsible for the development of strategic commissioning and business plans and their implementation in line with key national, regional and local priorities.  
  • Hold responsibility for budget management and oversight; resource allocation and recommendations via approved governance arrangements.  
  • Development and implementation of relevant performance management framework(s) including service specifications

  • Formal Project Management qualification or equivalent experience 
  • Strong awareness of the current issues facing local government and the wider public sector 
  • 2 -3 Years’ experience of working at senior management level in a complex multi-agency service organisations 
  • Experience of policy and report writing 
  • Strong financial, analytical and modelling skills 
  • Highly developed information management skills 
  • Effective negotiation skills 
  • Excellent interpersonal skills 
  • Ability to foster partnerships, work collaboratively across organisational boundaries and achieve performance and results with others
