Interim Legal Service Manager– Legal

Pay rate: £21.51 per hour PAYE

The post holder will manage a team of solicitors and legal assistants and carry a small caseload, including more complex matters. They will support clients by providing legal advice across the spectrum of children’s public law, supporting safeguarding, care, and adoption statutory duties.

Key responsibilities:

  • Provide expertise and strong management to drive performance and to commission and/or deliver the Council’s priorities and meet service targets
  • Provide clarity, management and motivation in delivering the New Operating Model, the County Plan and other Council transformation programmes as required.
  • Ensure the effective understanding and operation of any specific statutory or regulatory duty contained within the role.
  • Advise Members and Directors in respect of operational planning and commissioning, policy matters and service delivery issues and engage with partners in the promotion, communication and delivery of services.
  • Focus area includes all aspects of child protection, from emergency protection orders and care proceedings to adoption, disclosure work, leaving care advice and immigration issues relating to children and families
  • Responsible for litigation/transactions where the cost/value to the Council may exceed £1 million.
  • Undertake complex work involving variety of areas of law, and many legal skills such as research, interviewing, analysis, risk management, drafting, advocacy, negotiating and political awareness.
  • Manage the employment of external lawyers to ensure value for money and effective delivery of services.

Experience & Knowledge / Technical skills

  • Relevant Degree or Professional Qualification.
  • Evidence of work related continuing professional development in their specialist field.
  • Solicitors, Barristers and Legal Executives, with experience of advising in relation to children's social care matters.
  • Significant experience of working successfully with Members and Directors on complex issues and the development of strategic direction.
  • Track record of operating corporate projects and providing clear advice on policy options and policy development.
  • Demonstrable knowledge and understanding of the statutory, policy and strategic commissioning framework within which specialist services operate and their context within local government as a whole.
  • Good understanding and ability to develop and implement effective performance management and quality assurance frameworks.
  • Knowledge and understanding of implementing equality and diversity in commissioning and reviewing service delivery.
