Full Job Title: Interim Services Manager – Cleaning & Grounds Maintenance

The strategic management of effective cleaning and grounds maintenance services working on behalf of the Council.

Responsible for the performance and continual development of the cleaning and grounds maintenance services in Southwark and improving customer satisfaction, both actual and perceived, by residents, tenants and all other stakeholders – making Southwark a great place to live.

Developing a strong and effective working relationship with the Members, residents and the tenant movement as well as other interested groups in order to fulfil this purpose.

Specifics:

  • To manage the service in accordance with the Council’s business management requirements, including in financial management, business planning, performance management, risk management and the management of health and safety. To contribute to the strategic planning of the Environment and Leisure Department.
  • The development, delivery and continuous improvement of the Council’s cleaning and grounds maintenance services. Development and reporting of service and staff performance standards, indicators and targets in accordance with legislation, government guidance and local priorities.
  • The resolution of depot and property issues arising from service development.
  • To keep up to date on national and regional policy and legislation and provide expert advice to the Council on pertinent strategy matters.
  • To liaise with other Council officers and implement local systems to support the corporate priorities. Represent the Department at Council wide meetings that address issues relating to the services and to support the Director of Environment and the Strategic Director of Environment and Leisure in representing the Council with Government and other external agencies. The establishment of partnerships between the Council, service providers, the community and statutory bodies.
  • Preparation, management and monitoring of capital budget and annual revenue budget of £20.75m. Implementing financial strategies for the service ensuring resource limits are not exceeded and corporate financial requirements are adhered to throughout. Certify fees and other remuneration of service providers and authorise payments to contractors and consultants. Be responsible for the management and securing of income payments.
  • The preparation of tender documents for the provision of services, including the identification and management of risk; the evaluation of tender submissions and the letting and monitoring of contracts, reporting as necessary to the Head of Service, Director, Executive and Committee.
  • Overall management responsibility of a Direct Labour workforce of 694 staff. Select and appoint staff, particularly at service manager level and be responsible for the overall deployment of staff, arranging relevant training and dealing with such disciplinary, staff consultation, welfare and safety matters as may arise, in line with instructions and guidance issued by the Council.
  • Implement effective performance management and ensure that appraisal and performance of staff is undertaken in accordance with guidelines and instructions issued by the Council.
  • Produce Performance Plans for the division that can be integrated into the overall Council, Divisional and Departmental objectives and Performance Plan.
  • Undertaking reviews of the service to ensure the development and improvement of services, with the establishment and maintenance of management information systems to provide effective inspection/monitoring of service provision, performance, cost effectiveness and value for money.

    2. Implementing and monitoring policies and initiatives.
    3. Business and service planning
    4. Strategic planning and decision making.
    5. Developing and implementing quality initiatives and quality assured services.
    6. Five years within local government in a senior position.
    7. Negotiating contracts.
    8. Managing procurement exercise.
    9. Designing contract management systems
  2. Knowledge:
    1. Knowledge of cleaning and grounds maintenance related issues, business practices and industry development.
    2. Knowledge of financial management issues and practice in local government.
    3. An understanding of management concepts and principles.
    4. Knowledge of existing and pending legislation, regulation and guidance within which local authority professional services are delivered including procurement, contraction and contract management.
  3. Specific Skills required for this Role:
    1. High level negotiating and communication skills, with a successful track record of giving professional advice to politicians as well as staff at all levels of an organisation on complex and sensitive issues, and of effective influencing of others through clear and persuasive oral, written and personal presentations.
    2. Ability to analyse and interpret environmental issues in relation to urban areas their causes, effects and possible solutions.
    3. Evidence of success in undertaking project-based work and preparing clear and concise reports, presentations and briefings on complex and sensitive issues for a range of different audiences. 
    4. Ability to work as part of a team, and successfully reconcile team and individual targets.
    5. Ability to formulate practical solutions to problems given the constraints of the situation.
    6. Ability to make well reasoned decisions based on available information, within given timeframes.
    7. Numerate, with strong analytical skills, and the ability to present information at a level appropriate to the audience.
    8. Ability to plan, prioritise and organise workload of self and team to meet required deadlines.
  4. ICT Skills: Able to use and manage IT including ability to collect, understand and interpret financial and statistical information and present them in a clear manner to managers and stakeholders
