To work as an active member of the senior management group at Brent council, in exercising both statutory and non statutory council duties for children, young people and their families. To lead on the planning and implementation of effective services for all children and young people with special educational needs, aged 0 – 25, with a specific remit for children with EHCPs, and those in need of assessment for an EHCP.

The Service Manager for SEND statutory services works alongside the Service Manager for SEND outreach services to ensure all pupils with SEND in Brent achieve positive outcomes.

Leading by example, service managers are expected to take responsibility for the effective budget monitoring, recruitment/retention of staff and continuous improvement on quality and delivery of services, in congruence with both the national and local context, i.e. the council’s vision, policies and procedures.

  • Strategic lead responsible for the development and implementation of the SEND strategy, and annually updated Implementation plan – within the remit of the role, which incorporates children and young people with EHCPs, and/or those in need of statutory assessment
  • Strategic lead for planning and commissioning special school places and other SEND provision, in and out of borough, for children and young people with EHCPs
  • Link officer for Brent special schools, on matters such as planning for places, and funding for pupils with EHCPs, as well as their training remit across borough/within mainstream settings.
  • Strategic lead for SEND young people at post 16 and post 19 transitions, including preparation for adulthood.
  • Management oversight for the Educational Psychology service, ensuring strategic fit alongside other areas of the portfolio and tight alignment and effective delivery of statutory responsibilities, particularly in relation to EHCP assessment.

  1. Qualifications:
    1. Educated to degree level or equivalent
    2. A degree, post-graduate or professional qualification in the field of Education and/or SEND
    3. Evidence of significant relevant Continuing Professional Development (CPD), for example, in management
  2. Experience:
    1. Significant experience of working with SEND in a setting, a school or a Local Authority
    2. Experience of working with other partners and agencies, eg health, voluntary sector, Youth Offending Service, social care, etc.
    3. Experience of managing teams that deliver services to schools, in a complex multi-agency environment
    4. Experience of managing complex budgets, commissioning and financial planning
    5. Experience of effective partnership working with parents/carers/young people
    6. Experience of developing strategies, policies and service initiatives
    7. Experience of working with other agencies particularly health, mental health, voluntary sector and schools and other settings
  3. Knowledge:
    1. Extensive knowledge and understanding of relevant legislation on Special Educational Needs and Disabilities, in particular the SEND Code of Practice, the Children and Families Act 2014, and the 1996 Education Act.
    2. Substantial knowledge and understanding of the wide range of Special Educational Needs and disabilities.
    3. Substantial knowledge of education policy and practice and the current legislative, professional and financial context in which the service operates.
    4. Knowledge of current practices, developments and trends in the education of young people with learning and behavioural difficulties.
    5. Knowledge and understanding of the management systems in schools and settings, for the tracking of attainment and progress of children and young people (i.e. with EHCPs).
    6. Knowledge of mechanisms for consulting and involving children and young people and their carers.
    7. Understanding of the requirements, guidance, regulation and legislation governing safeguarding from both a local authority and partner perspective.
    8. A good understanding of budgetary processes and the effective use of resources.
    9. A good understanding of the business planning process and the ability to formulate targets and performance indicators.
  4. Track record of achievement at a management level in a similarly large and complex organisation including:
    1. delivering customer focused services and service improvements managing demands and pressures on the service and tight deadlines
    2. ensuring that the service is effectively resourced to deliver to the required standard
    3. planning for a minimum of one year anticipating priorities, changing landscape and predict the future service
  5. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite)
