To ensure the provision of high quality Reablement and assessment services that support the rights of people to live the lives they choose as far as they are able. The registered manager is directly accountable to the senior management team, working within the Council policies/procedures and to the regulatory body for domiciliary care, the Care Quality Commission. To work in partnership with key stakeholders, such as acute hospital trusts, community health providers, Clinical Commissioning Groups and commissioners, to develop the service to be responsive to operational business needs, needs of individuals using the services and meet policy requirements
Key Responsibilities:
- Manage all aspects of the team to provide sound leadership ensuring staff are clear about their respective duties, responsibilities and have the support they need to carry out their roles safely. This includes the safe and effective recruitment and training of all staff
- To have oversight of staffing capacity and resources within Norfolk First Response through regular monitoring to ensure the timely and safe operation of the service.
- To be the Health and Safety lead in their area of responsibility. This will include continually review and monitor Service Risk Assessments and to take action to minimise risks presented to staff and people using Norfolk First Response services
- To be legally responsible for and monitor the quality and quantity of work undertaken by Norfolk First Response staff to ensure compliance with the Care Quality Commission (CQC) regulations for Domiciliary Care through continuous monitoring, auditing and development of quality improvement plans in all areas over which the manager has responsibility.
- To work with partners and stakeholders within the Health and Social Care system to deliver seamless integrated services to people in Norfolk.
- To control expenditure within the Norfolk First Response staffing budget.
- To line manage a team of Operational Managers. To provide effective supervision, appraisals, and regular team meetings.
- Investigate/resolve complaints and incidents. Identify any areas of learning and implement actions to support the continuous development of the service
- Work with County Management Team to ensure continued development of the service to meet changing policy and service requirements.
- To promote Safeguarding awareness with people that use the service and multidisciplinary colleagues. Keep updated on current Safeguarding guidance/practice and be vigilant in all activities. To understand and execute the actions to take if concerns are raised.

Qualifications:
- Level 5 Health & Social Care Diploma or equivalent Management qualification
- Education to A Level or equivalent
Knowledge:
- Knowledge of Moving/Handling legislation and the practical application
- Knowledge of the CQC Regulations relating to Residential or domiciliary care
Experience:
- Experience of supervising staff
- Experience of writing reports
- Experience of monitoring and controlling budgets
Skills & Abilities:
- Excellent interpersonal and communication skills with members of the public, staff and service providers
- Ability to use Departmental software packages and use of Microsoft Office (including Excel, Outlook, TEAMs and Word) in a working environment
- Ability to maintain judgement and work effectively under pressure, using appropriate levels of tact and assertiveness
