Experience at a management level in delivering DFGs, particularly managing complex cases. Would need experience of AD in the person spec as the role takes on wider work, but for the interim role experience and comprehensive DFG management experience


It is an adaptations lead, working on the delivery of adaptations for people in their own home (stairlifts, accessible showers, ramps etc).  In many LAs, this function would sit within the Housing or Environmental Health Dept, but in Rochdale, it is located in Adult Care.  We also cover adaptations for children with a disability.  There are no specific qualification requirements for the post but need significant experience in the management of an adaptations service.

Key Responsibilities

  • Provide effective and efficient leadership and management of the HIA Team, ensuring compliance with statutory requirements and eligibility criteria in order to meet national and local requirements.
  • Work collaboratively with partner agencies to deliver cost effective, outcome focussed services (particularly adaptations and other prevention services) which meet local needs.
  • Establish and maintain systems for the supervision, support, performance monitoring and development of staff.
  • Lead the continuous improvement of the service, improving procedures, information and systems and ultimately the service for DFG recipients.
  • Be responsible for the operational delivery and development of a high quality service to customers in relation to all aspects of the work of Rochdale Home Improvement Agency.
  • Respond to and effectively deal with complaints from customers in relation to any part of the Home Improvement Agency work.
  • Ensure all adaptation works are carried out and completed in accordance with the Council’s prescribed standards.
  • Monitor the work allocated to contractors, ensuring work is evenly distributed among the contractors on the Council’s approved list. Also to ensure works are carried out to specified deadlines and that customer satisfaction is met.
  • Promote good standards of customer care ensuring service user and carer participation.
  • Monitor and manage the adaptations budgets adhering to Council procedures at all times and communicating any budget pressures to the Prevention Service Manager.

  • Experience of working with Adults in a Social care related setting.
  • Experience of managing and leading a team
  • Experience of liaising/networking with a variety of other professionals and organisations.
  • Experience of producing information for the general public, e.g. leaflets, booklets, posters etc. in a clear and concise manner.
  • Experience of using information technology including Windows, Word, Excel, etc. and any manual/computerised systems necessary for the effective delivery of services to customers and a thorough understanding of the importance of accurate systems and management information recording systems.
  • Experience of carrying out financial means tests in relation to Housing grants or welfare benefits.
  • Experience of managing change in a pressured environment.

Skills & Abilities:

  • Ability to communicate effectively in all forms at all levels (e.g. public meetings, members, service users etc.) including attending public meetings.
  • Ability to work on own initiative and organise/ prioritise own work and that of others.
  • Ability to analyse and evaluate complex information and provide accurate information for specific deadlines.
  • Ability to prepare and present reports and explain and present information in a clear and concise manner.
