Interim Service Development Officer – Housing

The purpose of the role is to provide a customer-oriented service to Council Tenants and schools ensuring value for money and performance against targets. Lead on all aspects of Social Value monitoring and related activities, which could involve report writing, liaising with contractors, residents and corporate social value leads.
Key Responsibilities:
- Support the Service Development and Compliance Manager in delivering and developing the service.
- Involvement and consultation with customers as required.
- Monitoring and reporting on all FOI’s, member and councillor complaints for the District and Regeneration division, developing process to streamline exciting procedures.
- Monitoring and reporting on all KPI’s associated with Social Value.
- Support and assist on service improvement projects that deliver on objectives based on customer feedback, business objectives, best practice and value for money.
- Support and assist on service reviews, lead on researching & re-working of policies & procedures and map out their implementation to ensure delivery on agreed outcomes.
- Working with Partnering Contractor’s develop improved understanding of the customer experience by thorough examination of processes in service reviews and recommend areas for improved efficiencies.
- Design processes within services that maximise the use of our IT systems and integrate work across the teams to avoid waste and promote joined-up working.
- Working with the Consultation Manager and Officers, engage and consult with customers across the range of our service development work.
- Contract mobilisation and ongoing development and delivery of term proposals and promises.
- Assists with staff involvement, training, and consultation in relation to new ways of working, contract mobilisation and action plan delivery.
- To be responsible for the processing of complaints received by/ referred to the Information Governance Function
- Provide administrative support for the Information
- Consistency in complaints handling within the District and Regeneration division
- Be the first point of contact for and to process requests from members of the public for access to information under any of the access to information legislation such as FOI’s, councillor and members enquiries etc.

Skills & Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience and understanding of policy and procedure development and implementation.
- Basic working knowledge of the Freedom of Information Act, 2000.
- Knowledge of Apex /or other housing management systems.
- Demonstrable experience of being creative and innovative.
- Substantial experience within of delivering excellent service support to multi-functional teams.
- Experience of the construction industry relating to residential properties.
- Experience of contract management and compliance.
- Demonstrable experience of initiating and implementing significant change within an organisation.
- Has the ability to plan and manage project-based work.
- Is outcome focused with the ability to analyse complex issues and situations, and develop practical solutions.
- Either experience of working in a large organisation, dealing with multiple enquiries and tasks simultaneously in a timely manner; or, the ability to demonstrate that such demands are not outside of the individual’s own personal and professional ‘comfort zone’.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
