The purpose of the role is to as part of the council’s Asset Management & Property Services team to deliver the asset valuation programme, disposal for the challenging capital receipt targets, corporate commercial and rural estates management, land and property acquisition and assembly and undertake property reviews, valuations, development and feasibility studies.
Key Responsibilities:
- Lead and project manage a variety of asset valuation, development, acquisition and estate programmes including some complex schemes which generate substantial capital receipts.
- Undertake such work necessary that leads to disposals of potentially surplus Council land and buildings for residential, industrial, commercial and other purposes. This will include liaison with planning and other statutory authorities, Members, developers, land owners and being familiar with legal documentation.
- Lead a programme of annual Asset Valuations of the County’s estate in accordance with IFRS and RICS Red Book standards
- Undertake land assembly, negotiations through to acquisition to secure access to land for major development and highway related schemes including through the use of Compulsory Purchase Order powers.
- Ensure that the corporate, commercial and rural estate maximises income and financial return, ensuring rental income is maximised and asset values are protected and enhanced; proactively managing, driving forward new lettings, prompt and efficient operation of reviews and renewals, debt recovery, invoicing, rating appeals and debtor management.
- Ensure safety and legal compliance and support the delivery of social, economic and regeneration objectives from Council assets.
- Develop the most effective use of capital receipts and property by undertaking reviews and developing financially advantageous.
- Determine appropriate contribution amounts and/or works and maintain proper justification for all advice given and contributions required.
- Manage planning appeals, hearings and inquiries.
- Examine government/regional/structure/local/other statutory plans and policies and external development proposals to identify opportunities for maximising planning obligation opportunities, development of the Council’s estate and improved delivery of Council services.
- Ensure appropriate levels of engagement with ‘One Gloucestershire’ partners to deliver joint strategic priorities and benefits for Gloucestershire.
- Support the modernisation of Asset Management and Property Services and the development of future ways of working across the service.

Qualifications:
- Professional membership of RICS or RTPI.
- RICS Registered Valuer.
Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience of Asset Valuations in accordance with IFRS and RICS.
- Experience in areas of effective estate and property management.
- Building and maintaining productive relationships, including those with stakeholders and partners.
- Leading, developing and implementing changes in the light of changing legislation and policy.
- Extensive experience of the planning system and the planning obligation requirement.
- Experience in property marketing and disposals including a detailed knowledge of the local property market.
- Experience of managing complex projects.
- Experience of land acquisition through CPO or DCO.
Skills & Abilities:
- Knowledge of the effective management of accommodation, estates and rural estates
- Excellent political awareness
- Ability to manage own portfolio of cases with minimal support
- Ability to prioritise and implement a complex caseload
- Ability to add value through expert knowledge and understanding of the management of a property portfolio
- Project management skills
- Well developed negotiation and engagement skills
- Ability to make logical and rational decisions in a timely manner and communicate them clearly
- Highly developed written, presentation and report writing skills,
- Ability to identify and respond to the political context advising members, Strategic Property Leads and Directors where necessary
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
