Full Job Title: Interim Senior Project Manager – Schools Capital Programme

Job Reference: K&C 5218138

Pay Rate: £38.67 per hour PAYE

Take lead responsibility for the successful project management and delivery of a number of high value, complex named capital and housing projects within the Council’s Capital Programme, delivering on time and within budget, and representing value for money; liaising with the technical lead on the planned maintenance programme ensuring sustainable long term solutions.

  • Ensure effective co-ordination and prioritisation of the efficient delivery of the Council’s Property Strategic objectives.
  • To support and assist the Programme Manager in developing an efficient and effective capital works supply chain to deliver Value for Money, quality of service and overall operate efficiently.
  • Work closely with and regularly collaborate with peers and senior management to ensure a fully integrated Property approach is achieved and maintained.
  • To act as the intelligent client in the delivery of building projects (via consultants) ensuring best practice construction project management (including associated procurement and contract management) and both successful and efficient delivery leading to good customer satisfaction.
  • Provide ‘best practice’ input and support to the range of building projects within the Council’s Capital and New Homes Programme.
  • Manage a range of internal and external stakeholders in the planning and delivery of capital and housing projects.
  • To ensure contract adherence, delivery against contract specifications and overall supplier delivery efficiency via audits and close monitoring.
  • To ensure clients understand and consultants work to the agreed council project methodology.
  • To ensure quality architectural, engineering and surveying advice and in addition compliance with regulatory and statutory regulations and requirements
  • To assist in the continued development of Property Asset Management in line with Best Practice

 

Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications:
    1. Property Qualification - Property Related Degree
    2. Qualifications related to the role Property Related e.g., Qualified Chartered Surveyor or Engineering
    3. Member of a related Property based Professional Body Membership such as Chartered Building Surveyor or Chartered Architect or Chartered Structural, Civil or Mechanical Engineer, CIPFA, BIFM etc
    4. Recognised project management and/or programme management qualification
  2. Experience:
    1. Experience in either APM, MSP, PRINCE2 or at least significant experience in this area
    2. Significant relevant experience in a relevant Property discipline.
    3. Significant relevant experience in construction project management and Customer and Supplier relationship management
    4. Proven track record in dealing effectively with property solutions
    5. Proven track record in dealing with external agents and consultants
    6. A track record of ensuring agents deliver successfully including completion of tasks and projects within agreed timeframes, budget and to quality standards
    7. Experience in undertaking construction procurement related activities preferably in a local authority
  3. Knowledge:
    1. Reasonable knowledge of procurement legislation, supplier and contract management (in relation to building project delivery)
    2. Advanced level and demonstrable knowledge of project methodology and programme management
    3. Advanced knowledge and demonstrable experience of overseeing delivery of multiple projects at any one time
    4. Professional knowledge of the construction industry, construction methods service installations and industry standards.
    5. Advanced level and demonstrable knowledge of building project change management and risk management
    6. Advanced knowledge of corporate, industry and professional standards in project management.
    7. Knowledge of EU Procurement Law
  4. ICT Skills: Advanced computer skills including but not limited to proficient use of databases (including asset management, finance and procurement), MS Office (Outlook, Word, Excel, PowerPoint, Access, MS Project etc.)
