Interim Senior Planner– Housing & Planning

Hybrid working - Within the first week office attendance will be needed as IT set up, training and instruction will need to be given. Following that they are expected to work from the office on at least 1 day a week and I would try and time that with my attendance in the office to provide support. Once established in the role, working from the office/home will be flexible depending on in person meetings/site visits and team meetings.
The purpose of the role holder is to determine planning applications, prepare and implement planning policy and guidance, projects or other activities related to the town planning service.
Key Responsibilities:
- Provide expert guidance, advice and supervision to other staff as required
- Provide expert policy and technical guidance and recommendations on planning and related matters to participants of the planning process including the public, members, other officers, businesses, other professional groups and local authorities
- Prepare and presents evidence or reports to public inquiries, courts, committees, or public meetings in their area of expertise and responsibility
- Organise and undertake research and data analysis and develops information resources, including web-based sources as required
- Undertake site inspections, surveys, consultations, negotiations and public participation as required
- Process complex planning applications and pre-application enquiries at a senior level in the development management teams.
- Negotiate at a high level to secure the best outcomes for developments including securing Section 106 Agreements.
- Liaise with internal and external partners, stakeholders, and interested parties, addressing planning matters on conservation, flooding, design, and heritage including resolving any conflicting issues.

Qualifications:
- Degree or equivalent in a relevant discipline e.g. planning, geography, urban design or any other relevant built environment field or relevant knowledge and experience.
- Post graduate qualification in relevant discipline e.g. post graduate certificate, masters -desirable
Experience:
- Substantial experience (over several years) of processing Major and complex planning applications and pre-application enquiries
- Substantial post qualification experience in Development Management including experience in dealing with, and/or leading on, and simultaneously handling, major and complex projects to achieve high quality outcomes and meet objectives of the ‘place making’ agenda
- Experience of working at a senior level with the development industry to deliver high quality development projects
- Relevant experience in delivering planning related advice and guidance including policy documents and informal guidance documents.
- Experience of using, updating and developing spreadsheets, email and presentations and of using the web and applications database, and the Council’s GIS systems for own, manager’sand other colleagues use
Knowledge:
- A good fundamental knowledge of planning, and a working knowledge of other areas of specialisation within Planning
- A good understanding the complexities of major and minor planning applications processes and how they may interact with development management matters.

- Ability to write and present information clearly and concisely which is appropriate to the context and audience.
- Effective written, numeracy, verbal communication including clear briefs for action.
- Demonstrate a solution focussed approach.
- Ability to solve challenges collaboratively.
