The purpose of this role is to be highly proactive with a commitment to continuous improvement and a driver for change and to contribute to the design and ongoing transformation of the HR Consultancy Team and its offer to services. This will include co-design of the package of people management training and ER support to the organisation as part of the Workforce of the Future project.
To work closely with HR Business Partners and HR & OD colleagues to develop metrics and provide insight into where interventions can be made so that support can be provided to services and preventative action can be taken where necessary. This covers workforce and service design, organisational change, people development, employee engagement, performance and achievement, human resource planning, people management practices, leadership, well-being, inclusion and diversity.
Key responsibilities:
- Confidently manage the most complex case work spanning the full range of HR&OD issues across all areas of the business.
- Coach and mentor team colleagues and direct and allocate work amongst the team ensuring that casework is resolved in a timely manner and in line with legislation/ policy. Ensure that cases are concluded in line with policy and good practice.
- Assess or conduct analysis, presenting results and putting forward recommendations on managing more complex situations to support decision making. Analyse and make recommendations for improvement or development of existing systems, processes or policy.
- Maintain, develop and review systems, processes, procedures and working methods to maximise service delivery, quality, efficiency and compliance.
- Provide specialist/professional advice and recommendations within defined policy/strategy and procedures to support informed decision making.
- Plan workloads and secure resources to enable the team/s to achieve a quality service.
- Lead projects and reviews within a defined area of work as directed by manager to support and enhance service delivery.
- May assist with budget/resource/funding management in accordance with the organisation's policies and procedures.
- Liaise, communicate and build relationships with other internal departments, customers, partner organisations, agencies and/or contractors to support and represent the team/service.

Qualifications:
- Degree qualified, or significant vocational experience demonstrating development through involvement in a series of progressively more demanding relevant work/roles.
- CIPD qualification or demonstrable equivalent experience.
Experience & Knowledge:
- Significant practical or professional experience and understanding of business, supporting service teams and/or providing support to the public.
- Previous management experience including staff supervision, development and organisational skills.
- Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
- Comprehensive knowledge of computerised business systems in terms of functionality and capability.
- Knowledge of principles, practices, policies and procedures relating to business planning and financial and organisational management.
Skills & Abilities:
- Proven written and oral communication and interpersonal skills with good negotiation and influencing skills and the ability to work collaboratively with internal and external partners/professionals.
- Ability to understand, meet and exceed customer expectations.
- Proven problem solving skills and the ability to exercise high levels of initiative to devise and implement workable solutions.
- Highly credible and able to work collaboratively with leaders across the business.
- Proven ability to manage a range of projects through to completion.

- Ability to provide effective coaching and mentoring to colleagues.
- Willing and able to undertake reasonable travel around and beyond the county.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
