Senior Lawyer - Contracts (Capital Projects)

To actively support the management of the department, including providing supervision in respect of regeneration related contracts work
Key responsibilities:
- Make a positive contribution to the delivery of the service, this will include working flexibly and positively to achieve the objectives of the council.
- Supervise and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capability.
- Manage customer focused projects and the effective use of resources.
- Ensure that the council’s overall vision, values and ethos are central to the requirements of the service.
- Support effective working relationships and act as an ambassador and advocate with external organisations
- To provide high level specialist and proactive legal advice to the Council, its Cabinet, Committee members and senior officers and other external clients on all issues arising, this includes regeneration, procurement contractual and company, commercial matters on behalf of the Council, and, where appropriate, external clients
- To deal with high level, complex individual casework, advising on and drafting documentation in connection with complex regeneration, contractual and commercial matters.
- To advise on the development of commercial ventures by the Council and in relation to any regeneration companies or LLP’s the council has or may establish or be shareholder of.
- To procure, manage and work closely with external legal advisers in respect of complex projects.
- Plan and co-ordinate legal work across a range of legal disciplines including planning, property and contracts and procurement in respect of regeneration and other capital contract projects

- Qualification as Solicitor, Barrister or FILEX
- Comprehensive knowledge of the law affecting local government and its trends in the UK and EU
- Well developed understanding of procurement, company and commercial law and contract management
- Full understanding of risk management in the context of corporate governance
- Experience of leading on legal work in respect of regeneration projects
- Extensive experience of construction and other regeneration related contracts
- Experience of providing advice to members of a Council/ Board Members on legal issues both in public meetings, through presentation briefing reports etc
- Extensive experience of a range of contractual and procurement matters in a Local Government context particularly in relation to Regeneration and Capital Projects
- Effective communicating and influencing skills
- Ability to personally handle all matters within the post holder’s area of responsibility and to carry a heavy caseload of work
