The purpose of the role is to work as part of a dedicated team focussing on the inspection, regulation and statutory enforcement of housing standards in private accommodation and to contribute to the successful delivery of mandatory and discretionary licensing schemes.
To improve the standard of private housing in the borough by utilising the full range of regulatory tools available including education, engagement, service of statutory notices and orders, prosecution, civil financial penalties, works in default and Management Orders pursuant to the Housing Act 2004 and other relevant legislation.
- Inspect, regulate and license privately rented accommodation on behalf of the Council expertly utilising the full portfolio of available legislation to protect the health and welfare of tenants including assessment of conditions using the housing health and safety rating system (HHSRS), service of notices, prosecution and ultimately issuing management orders for controlling and remedying poor standard housing and accommodation.
- Investigate complaints of unlawful eviction and harassment of tenants by private sector landlords and other offences relating to landlords obligations and responsibilities using full range of investigatory tools and powers.
- Provide high quality and timely advice to the Council advising the Cabinet, Scrutiny Committee and Panels, Members, the Chief Executive and other colleague officers on all aspects of private sector housing enforcement and regulation.
- Work with colleagues across the Council acting as a lead expert on housing standards and enforcement protocols to achieve realistic, achievable solutions and practical assistance to landlords, private tenants and external agencies to relieve housing pressures and improve quality of life for local residents.
- Investigate complaints and referrals identifying potentially unlicensed Houses in
- Multiple Occupation and other houses, working with police officers and other internal and external agencies where necessary and undertaking unannounced visits at anti- social hours in evenings and at weekends, securing evidence for consideration for further enforcement activity.
- Plan & prioritise own workload in order to achieve personal, team, service and corporate targets and to evaluate & prioritise cases on the basis of risk, having regard to the Council’s overall safeguarding responsibilities.
- Following service of statutory notices and where appropriate to make recommendations to Legal Services regarding formal sanctions and the institution of legal proceedings, both civil and criminal in accordance with Council Policy and statutory and non-statutory guidance.
- Interview suspected offenders in accordance with the Police & Criminal Evidence.
- Act 1984 and in line with the PACE model of interviewing, conducting disclosure to legal representatives for the defence in line with CPIA as necessary.
- Be assertive and deal with witnesses & suspects in an appropriate and professional manner during emotive and stressful situations.
- Visit and interview potential witnesses and take Witness Statements in compliance with the Criminal Procedure & Investigations Act 1996. To preserve evidence, maintain case files and other records.
- Undertake project work associated with the area of expertise in response to external funding opportunities to maximise the benefits of securing additional resources to improve the housing standards for private sector residents of the borough.

- Educated to Degree level or equivalent. Practical knowledge of applied business practices including, where relevant, understanding of relevant legislation and its application. May require additional technical or specialist training.
Skills & Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Demonstrable experience working in professional or technical area dealing with more complex casework or projects. Demonstrates self-development and an enthusiasm for continuous learning.
- Experience of working successfully in teams, across teams and partnerships to support the development or implementation of new and flexible ways of working.
- Proven track record of embracing digital approaches and new ways of working to achieve more efficient working.
- Knowledge and understanding of relevant work areas and demonstrable experience of working in a customer facing organisation.
- Knowledge of relevant digital systems, processes and associated equipment.
- Good numeracy and budget monitoring skills to interpret performance and finance information.
- Demonstrates an awareness of the Values and behaviours expected from the Council to promote a positive working environment and culture.
- Understanding of Health and Safety legislation and good practice and how it relates to themselves and others in the workplace.
Skills & Abilities:
- Good level of digital literacy, including proficient use of office software suites and flexible ways of working (e.g. video conferencing, remote working).
- Interpret and analyse performance and finance information to feed into practice improvements and contribute to business planning.
- Ability to plan and organise work of self and others to produce a high level of output to quality standards.
- Develop productive and collaborative working relationships with colleagues, external partners and stakeholders in the community.
