A Senior Housing Officer is required to ensure the effective implementation of the Council’s strategic approach to how neighbourhoods are managed including maintaining a positive relationship with tenants and other customers.   To manage, within a defined area, a comprehensive, high-performing housing management service (including tackling anti-social behaviour) to Council tenants and residents in temporary accommodation and to ensure the team understand and meet customer demand within available resources and in a way which meets the Council’s wider objectives.

Key responsibilities:

  • Supervise the team in providing the following services for customers both in council housing and in temporary accommodation: tenancy and neighbourhood management; tackling ASB; regular inspections of all properties and neighbourhoods; regularly reviewing flexible tenancies; embed an understanding of proactive and reactive resident involvement throughout the service, including consultation and participation; promote community development opportunities through internal and external stakeholders.
  • Establish a relationship with tenants, other services within the council and external agencies based on the principles of greater knowledge of customers, assets and customer demand; providing realistic services based on demand and effective control of resources; acknowledgement of the value of property assets and the need to protect them; managing different tenures (‘lifetime’, flexible, temporary etc.) according to the same principles in an integrated, fair and consistent manner; proactive management regular property inspections; ensuring tenants are empowered to run their tenancies themselves effectively.
  • Supervise the team in an effective and supportive way. Ensure the team understand “what matters” to customers and the service priorities with services delivered proportionately.
  • Carry out initial investigations and collation of information in order to respond to corporate complaints and MP enquiries.
  • Ensure that the regular collection of data is used to inform performance management and policy planning.
  • Contribute to the development and review of key policies and procedures. Ensure there are effective systems and management control in place for proactively identifying and responding to potential budget risks.
  • Deal directly with serious and persistent cases of ASB in consultation with the Housing Officer Team Lead and Housing Solicitor as appropriate.
  • Attend out of hours meetings as necessary.

Qualifications:

  • Relevant qualification or qualified by track record of relevant experience.

 

Experience:

  • Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
  • Comprehensive knowledge of housing and income management, and best practice.
  • Excellent up to date working knowledge of Housing Law and specifically legislation relating to anti-social behaviour, benefits and welfare reform.
  • Experience of supervising/managing a team.

 

Skills & Abilities:

  • Motivated with a positive and enthusiastic attitude.
  • Able to manage conflicting priorities and a varied workload.
  • Ability to work under pressure in a fast-paced reactive environment.
  • Good problem-solving skills.
  • Able to deal with challenging behaviour in a calm and empathetic manner.
  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
