To ensure the Council meets its statutory financial reporting requirements and to control and co-ordinate the completion within standards and timescales of government and other financial returns
Key Responsibilities:
- To control and co-ordinate the preparation of the statement of accounts for the County Council in accordance with legislation and proper accounting practices as set out in the Chartered Institute of Public Finance and Accountancy (CIPFA) Code of Practice on Local Authority Accounting in Great Britain (the Code).
- To lead and manage the financial accounting (revenue) team including the oversight of general ledger and control accounts maintenance and reconciliation.
- To co-ordinate the completion of statutory returns, including direct responsibility for the completion of corporate returns and claims so that the Council can meet its statutory financial and related reporting obligations.
- To liaise with external auditors on relevant issues, principally the statement of accounts for the County Council (including Group accounts).
- To assist in the co-ordination and development of accounting functions and systems relevant to budget monitoring and accounts closure in order that the Council can demonstrate proper financial administration.
- To apply professional financial standards and Codes of Practice, and to promote and monitor adherence to ensure a high standard of stewardship of public monies can be demonstrated.
- To provide professional financial advice as required. Consider new legislation, committee reports and changes to accounting practices and report on their implications. Attend committee meetings and such other meetings as required.
- To undertake such other duties as are delegated or assigned, commensurate with the grade and level of duties of the post.

Qualifications:
- Qualified Accountant (CCAB)
Knowledge:
- A detailed knowledge and understanding of professional and local government accounting codes and practices with the ability to interpret and disseminate detailed information to officers at all levels of the Council.
- A detailed knowledge and use of advanced functions of Microsoft Excel and Word, in order to analyse and present complex financial information.
- An in depth understanding and a sound operating knowledge of large corporate/complex financial systems
Experience:
- At least three years relevant post qualification experience (inc local government experience, evidence of managerial and professional development).
- Experience of planning complex accounting processes, such as the year end accounts, so that the processes can be coordinated and completed in time to comply with statutory deadlines and conform to current external audit requirements.
- Experience in working to challenging and strict time constraints to achieve tight statutory legal deadlines.
Skills & Abilities:
- Excellent oral and written skills, able to communicate at all levels within the Council (up to Chief Officer and, occasionally, member level) to shape policy, decisions and new ways of working required to meet the requirements of the job
- The ability to plan and prioritise effectively, ensuring that both corporate and service requirements and all statutory deadlines are met at the highest possible standard.
- The ability to demonstrate sound financial judgment, knowing when important financial matters and issues need to be referred to management.
