The post holder will act as Council's Project Lead for the Transforming Cities Fund West Bradford Cycle Superhighway scheme. Role will be working with the Council's appointed contractor (Balfour Beatty) and their Professional Service Providers.
Key responsibilities:
- Carry out feasibility and concept studies, public engagement and consultation, design, inspections, assessments, procurement, construction supervision and project management on a variety of highway, structural, casualty reduction, traffic management, traffic signal and UTC, integrated transport, public transport and civil engineering projects for programmes undertaken by the service on behalf of internal and external clients.
- Support and advise elected members of Council and MPs as the accountable representatives of the public and other key stakeholders and to support the Principal Engineer in the performance of functions associated with the servicing of Council and other committees, neighbourhood forums and public engagement events.
- Initiate, develop and promote Local Transport Plan and Community Strategy projects
- Be responsible for the supervision and direction of junior members of the team in relation to the delivery of projects and activities of the service including Engineers, Technicians, Inspectors, Clerks of Works and Apprentices.
- Ensure that the Council’s legal obligations as Highway Authority under the Highways Act, Road Traffic Act and other allied legislation are fulfilled.
- Ensure the services delivered meet the needs of local people, that continuous improvement in delivery is actively pursued and that the performance targets are achieved.

Experience & Knowledge / Technical skills
- Experience of driving projects through the West Yorkshire Combined Authority Assurance Process to ensure that the project meets its deadlines for approvals and delivery
- HNC/D in Civil Engineering (pre-1999 intake) or related discipline OR BSc (Hons) in Civil Engineer (post 1999 intake) OR NVQ Level 6 in Civil Engineering OR other qualification certified by the Engineering Council UK as academic base for Incorporated Engineer status
- Incorporated Engineer status OR Transport Planning Professional Training Review
- Experienced in the use of technical software appropriate to therole (eg Micro Drainage, Hydro Works, AutoCAD, Aimsum, SATURN, PICADY, ARCADY, LinSig)
- Experienced in identifying, developing and designing Traffic and Road Safety and Transportation Improvement Schemes
- Prince 2 Project Management
- Stakeholder engagement

- Proven management skills with demonstrable ability to deliver through and with people.
- Ability to manage time and work schedule within strict deadlines
- Ability to control budgets, tasks, people and resources
- Ability to manage contractual issues
- Ability to explain and understand current specifications, design standards, contract conditions and options for service delivery

- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
