Hybrid working - This is a 2 year Fixed Term position, working full time at our offices in Colindale or from home
This role will be responsible for leading the project team to ensure that the project is managed in accordance with the council’s project management toolkit and that all delivery risk is managed and mitigated as far as possible.
The incumbent will be responsible for ensuring full compliance with the relevant parts of the council’s constitution regarding procurement, land and property transactions, and decision making.
Key Responsibilities:
- Lead officer for the client, constitutional compliance, strategic direction and co-ordination of the Hendon Hub development;
- Working collaboratively, managing both internal and external consultants, developing excellent relationships.
- Working collaboratively with Middlesex University as strategic partner.
- Working closely with the procurement team to oversee all relevant procurement activity, including supply chain management of consultant /contractor appointments, to maximise value for money and supply chain performance on third party spend; Lead the procurement of an Employers’ Agent to manage the delivery of the scheme.
- Working with the Employer’s Agent and the project team, ensure the compliant procurement of a main contractor, ensuring that the delivery solution and procurement are managed, as far as is possible, to minimise development risk and that the best solution is obtained in a timely fashion, whilst complying with the rules of public sector procurement.
- Work with legal advisors to implement the required contractual structures to reflect approved commercial deal structures and ensure appropriate monitoring and management arrangements to ensure successful delivery and strong, successful relationships with partners.
- Work with the Programme Director to finalise funding for the scheme, ensuring that the funding solution is financially and commercially strong, whilst mitigating risks.
- Where necessary, oversee the negotiation of land transactions, including Sale and Purchase.
- Agreements and leases, and secure all relevant internal approvals.
- Oversee all development financial viability, and review on a regular basis to ensure that the project remains viable and achieves income targets.
- Lead any remaining town planning strategy on the scheme.
- Ensure that all preconditions for the scheme are discharged in a timely fashion.
- Thoroughly evaluate the key risks of the scheme on an ongoing basis and implement measures to mitigate these as far as possible, ensuring that the development does not expose the Council to unnecessary or unpalatable levels of risk.
- Provide clear leadership to the project team managing the delivery of the project. Motivate and challenge them to meet or exceed programme metrics (time / cost / quality) and ensure that best practices are followed so that the project maximises its contribution to the council’s strategic aims and ambitions.
- Responsible for reporting internally and ensure that all internal and external key stakeholders are regularly updated on progress on the scheme, including senior officers and councillors, residents and local businesses, and Middlesex University, amongst others.

Qualifications:
- A relevant professional qualification in property, regeneration and / or development or a related field or equivalent experience in the workplace relating to this role.
- Essential Application/Interview PRINCE2 or equivalent project/programme management qualification.
- Knowledge of technical, legal and health and safety requirement.
Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience of client and leading the delivery of major development projects.
- Proven track record at a senior level in the development industry, with relevant experience gained and a proven. track record of leading and transacting complex deal structures.
- Experience of leading large regeneration schemes.
- Experience of leading public procurements.
- Ability to pro-actively build relationships in dealing with key stakeholders.
- Experience of coordinating large and complicated development projects and associated workstreams.
- Experience and an understanding of the workings of local government and the processes contained therein.
- Experience of managing excellent, cost-effective service delivery.
- Experience of managing large development budgets.
