An enthusiastic and experienced Children’s Social Worker is required to join the team in playing an integral role in promoting the safety and wellbeing of children and their families across Sheffield. The Sheffield Safeguarding Hub brings together a range of statutory and non-statutory resources involved in supporting and safeguarding the welfare of children in the City of Sheffield. To work as a key member of a Multi-Agency Safeguarding Hub with the primary function of undertaking screening and responding to all new referrals into children’s social care.

The Safeguarding Hub is the first point of contact for children, young people and families in need or in need of safeguarding. The team delivers high quality and effective services to children, young people, and their families/carers. Additionally, you will promote and safeguard the welfare of children who live in the city complying with relevant legislation and regulation, maintaining the highest professional standards and ensure the consistent application of the threshold to step up from early help to children’s social care.

Key responsibilities:

  • Carry a caseload of complex cases and undertake needs assessments of children, young people and their carers using a child focused approach in accordance with agreed statutory and portfolio procedures ensuring that the needs and wishes of children are fully addressed by observing and talking to children in their environment including at home, at school, with parents, carers, friends and peers using the Signs of Safety model.
  • Carry out investigations into cases of significant harm including child protection and compile reports to case conferences and courts/statutory panels in accordance within statutory procedures and best practice, taking legal advice where necessary. Additional support can be made available if identified as beneficial by the Senior Fieldwork Manager through supervision process.
  • Consider the possibility of child sexual exploitation or abuse, grooming, FGM and enforced marriage and the range of adult behaviours which pose a risk to children, recognising the potential for children to be perpetrators of abuse.
  • Where necessary, work in the court arena with appropriate support to obtain and implement court orders, using regulatory frameworks that support the full range of permanence options.
  • Identify and implement strategies for responding appropriately to concerns about practice or procedures, using Signs of Safety model, seeking guidance if required.
  • Maintain and update electronic case notes within statutory timeframes and provide written and verbal reports which are concise, informative and based on clear analysis of complex evidence with a sound rationale for actions which can be used within the legal context.
  • Responsible for assessment and statutory supervision of looked after children, child protection, children in need to compile realistic child-centred plans which correspond to the assessed need, supervision and care planning in relation to children who are looked after, on supervision orders, those who are in transition, including children and young people moving to and between placements and those for whom the Local Authority has a corporate parenting responsibility.
  • Develop and maintain effective relationships with children and young people, families and carers to help them make informed decisions, enabling them to clarify and express their needs and contribute to service planning to achieve positive outcomes. Be both authorative and empathic working in partnership with children, families and professionals enabling full participation in assessment, planning, review and decision making.
  • Contribute to the promotion of improved outcomes for individuals, families, carers and groups from diverse and disadvantaged communities.
  • 1Appropriately participate in meetings and relevant forums and convene and chair multi-agency meetings in line with procedures, ensuring that notes are accurate and all parties kept informed and appropriate actions are taken.

  • A qualified and registered experienced social worker.
  • Social Work qualification (MA/BA Honours, DipSW, or equivalent) and ASYE fitness to practice certificate.
  • Current registration with the Health Care Professional Council (HCPC) maintaining registration and adhering to HCPC standards and code of ethics.
  • Updated CPD portfolio in accordance with registration requirements.
  • PEPS1 and 2 in order to mentor students (desirable).



  • Significant experience in statutory services with strong communication, engagement and analytical skills to allow you to safeguard children and young people and engage effectively with a wide range of agencies.
  • Significant post qualification demonstrable experience of working with children, young people and their carers in a statutory setting.
  • Experience of working in a front-line team with a thorough understanding of thresholds and universal services.
  • Experience and skills in multi-agency partnership working across Children's Services.
  • Experience of supervising, supporting, encouraging and advising qualified and non qualified staff.
  • Experience of writing high standard reports and written records for a variety of purposes including those in a legal context.
  • Experience of managing a high level, complex and diverse caseload within agreed parameters, policy and procedures.



  • Sound knowledge of relevant legislation.
  • Clear understanding of audit, thresholds, statutory timescales and service improvement and engage positively in any regulatory inspection process.
  • Knowledge of the Children Act 1989 and subsequent amendments; Social Work Reform Vision and other relevant legislation including General Data Protection Regulation 2018.

  • Ability to work as an autonomous professional, exercising own professional judgement using written guidance and established procedure, recognising one’s own professional limitations and how and when to seek advice from a range of sources, including practice supervisors, senior practice leaders and other multi-agency providers.
  • A high level of effective written and verbal communication and the ability to pass information accurately and concisely with a range of partners, children, young people and their families, carers and colleagues.
