Temporary Senior Business Support Officer /Administrator – Resources

The purpose of the role is to ensure the delivery of an effective and timely business support service to the Childrens Social Care teams in line with legislation, government guidance, council policy and good practice and ensure delivery of quality, value for money and effective services.
Key Responsibilities:
- Manage and control all financial and admin systems which support and enable the processing of all financial transactions associated with the procurement, payments, and income and debt management to ensure managers can maintain budgets efficiently and effectively in accordance with the finance regulations and form their decision making.
- Develop and monitor the production of reports in relation to performance management, finance and targets to ensure that they are fit for purpose and meet management requirements including inspections such as OFSTED.
- Provide effective advice and guidance on the operation and implementation of external statutory regulations and council requirements in relation to finance, procurement and human resources contributing to the development of those policies and procedures to ensure business needs are met.
- Manage the response to all enquiries to ensure prompt accurate communication standards are met and maintained. That up to date, accurate and relevant information is provided so that enquirers can be informed in their decision making.
- Contribute to the development of administrative protocols and procedures and implement new ways of working to underpin the delivery of support services across the Directorate to ensure the cost effective and efficient operation of administrative systems and support to maintain business levels and meet service needs.
- Supervise, motivate, instruct and train business Support officers so that they gain relevant skills and knowledge and have the appropriate tools and equipment to carry out their roles effectively and deliver the agreed priorities and objectives, including statutory requirements. Deploy staff effectively to ensure service levels are maintained. Create and maintain good working environment so that the team are engaged and developed to deliver the Council vision.
- Assist and carry out service and business process reviews, support programme and project management and participate and challenge in scrutiny sessions and implement actions so outcomes are achieved to ensure service needs are met and business levels are maintained.
- Provide ‘first point of contact’ for team to ensure that all ICT equipment, Workforce Development and full compliance with the required security standards are adhered to including assisting managers in the safe recruitment of all staff.

Qualifications:
- NVQ Level 3 in Business Administration/Finance.
Knowledge & Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience of supervising, mentoring, supporting staff, allocating work and providing guidance to team of staff.
- Experience of collecting, monitoring and analysing management information/data and producing accurate business reports and presentations.
- Working knowledge of legislation, guidance and policies relating to children and family services.
- Working knowledge of data management and information sharing protocols and data protection act, specifically relating to local government.
- Knowledge of HR, Marketing, Performance, administration, finance, quality assurance.
Skills & Abilities:
- Ability to work independently with confidence and discretion.
- Able to take effective decisions in a timely manner.
- Able to research best practice and identify key information/targets and make recommendations.
- Commitment to improving service delivery and value for money.
- Flexible and positive attitude and approach to working.
