Full Job Title: Temporary Senior Auditor - Finance

Pay Rate: Up to £18.82 per hour PAYE depending on experience

 

A DBS disclosure is listed as a requirement for this role; however, the level of disclosure has not been specified by the client.

Hybrid working - the Audit team goes into the Office in Ashton Under Lyne on a Wednesday, and as required for ad hoc meetings. The Office building is in the centre of Ashton under Lyne and accessible by car, train or tram.

 

To assist in providing an effective Risk Management and Audit Service to the organisation, the Greater Manchester Pension Fund and Schools.

 

Duties to include:

  • To perform high level reviews, risk based and systems audits, ensuring that working papers and audit reports are compiled in accordance with the standards and procedures set out in the Internal Audit Manual
  • Arrange own workload and that of Auditors including the allocation of audit assignments from the audit plan to individuals in the absence of the Principal Auditor
  • To assist in the compilation of the Strategic/Annual Audit Plans and Continual Improvement Projects
  • Assist with the planning of audits for the designated clients/services and the establishment of clear terms of reference for each assignment
  • To supervise auditors and provide training and guidance as required
  • To review (when requested) audits undertaken by team members to ensure/determine that all audit working papers and files are completed to a professional standard and in accordance with the Internal Audit Manual; the extent and adequacy of work undertaken; and the written report is professional and reflects the findings of the audit work, reaches appropriate conclusions and makes practical recommendations
  • Monitor the Audit information systems to ensure audits are progressed to final report and post audit review stages, where appropriate
  • Assist with fraud investigations and other consultancy projects when required in accordance with the standard and procedures set out in the Internal Audit Manual
  • Advise Management at all levels on risk and control issues in relation to the introduction or development of new/fundamental systems, processes and procedures
  • To attend Corporate Groups or represent the Service Unit on External Groups as and when required
  • Deputise for the Principal Auditor whenever necessary
  • Perform any other duties that correspond reasonably to the general character of the post and are commensurate with its level of responsibility

Qualifications

  • Studying towards a relevant professional qualification
  • 5 GCSE’s (or equivalent) grade C or above (Incl. Mathematics and English)
  • CCAB accountancy qualification (CIPFA preferred) or Institute of Internal auditors (MIIA) qualification (desirable)
  • Other relevant professional qualification (desirable)
  • Degree in an appropriate subject (desirable)

 

Experience

  • Previous experience in Auditing (In particular in delivering and supervising risk-based audit assignments)
  • Previous internal audit experience
  • Previous experience in Staff Supervision in an audit environment

 

Skills

  • Use of Microsoft Word/Excel/Outlook
  • Ability to communicate effectively with members, officers at all levels and other parties both verbally and in writing
  • Ability to manage and perform audit assignments
  • Ability to undertake investigations using own initiative
  • Ability to produce high quality written reports
  • Ability to review the work of other audit staff
  • Ability to seek, use, analyse and interpret data

 

Knowledge

  • Knowledge of financial systems
  • Knowledge of auditing principles and techniques
  • Knowledge of Risk Management
  • Knowledge of Local Government Finance
  • Knowledge of Financial Regulations and Standing Orders
  • Knowledge of structure and working processes of a local authority
