You must contribute towards the delivery of an efficient, effective and value adding internal audit service which conforms with Public Sector Internal Audit Standards and support the Council to achieve its vision, strategy and objectives
Key responsibilities:
- Apply the highest levels of professionalism and propriety to ensure delivery of audits in accordance with Public Sector Internal Audit Standards, the Internal Audit Strategy, Internal Audit Charter, Code of Ethics and performance targets.
- Maintain a detailed knowledge of system operations, including the principles of governance, risk management, internal control, assurance, value for money, performance management, data protection and information governance and to apply this to all audit work.
- Plan, undertake and report upon audit assignments, reviews or investigations of complex and / or sensitive systems, processes or matters. This includes applying a risk-based approach to audit planning, developing work programmes, determining appropriate audit tests and maintaining good quality working papers.
- Undertake the external audit of grant claims and provide an independent opinion to a funding body on whether grant monies have been spent in line with the grant criteria.
- Interpret complex cases of suspected fraud and corruption and conduct investigations in line with legislation and industry standards to achieve the most appropriate outcomes for the Council.
- Prepare and present reports for senior management detailing the outcomes of audit work. This will require exchanging complicated and /or sensitive information orally and in writing to a range of audiences including heads of service, directors and external clients / partners.
- Identify, develop and report on practical, cost effective and efficient recommendations to address control weaknesses, inefficiencies, poor value for money and inadequate performance, which when implemented add value to business processes across the Council.
- To provide advice and guidance to officers of the Council, partners, project groups and boards in respect of improving efficiency and effectiveness of the control environment, system development and the prevention and detection of fraud.
- Assist Principal Auditors in the supervision of auditors as directed and to support and train less experienced staff.
- Effectively manage resources between multiple assignments and other demands to deliver audits within agreed budgets
“Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:
- PIIA or CCAB part-qualified or equivalent OR AAT qualified or equivalent or substantial relevant experience
- Sound knowledge and understanding of internal auditing
- A good understanding of Public Sector Internal Audit Standards
- Substantial experience in a public sector or commercial financial and/or audit environment
- Experience of undertaking audit assignments, reviews or investigations of complex and / or sensitive systems, processes or matters
- Good organisational and negotiating skills
- Excellent communication skills including ability to present work clearly, report writing, and presentational skills
- Good IT skills and experience using Microsoft Office 365 products (Word, Excel, Teams etc.)
- Able to use and interrogate IT systems and computerised financial management systems
